About this opportunity
The National Park Service seeks rehabilitation of climbing facilities at Camp Muir in Mount Rainier National Park through construction of two new guide buildings, with proposals due July 10, 2026. This procurement is a Total Small Business set-aside on a firm fixed-price basis.
Place of performance is Camp Muir, Mount Rainier National Park, Pierce County, Washington, at approximately 10,080 feet elevation. The scope encompasses demolition of an existing modular shelter building and construction of two new steel-framed climbing shelters with nail-laminated timber and gabion basket cladding, site excavation and slope stabilization with geotextile fabric and gabion baskets, electrical conduit installation for future photovoltaic systems, and interior buildup including bunks, storage, and equipment. The contractor must identify the specific helicopter model and type for contract performance. Period of performance runs from August 1, 2026, through July 31, 2027, with work commencing within 10 calendar days of Notice to Proceed.
The estimated contract value ranges between $1,000,000 and $5,000,000. Davis-Bacon prevailing wage requirements apply; wage rates for Pierce County, Washington are established under General Decision WA20260111 effective January 2, 2026. Performance and payment bonds equal to 100 percent of the contract price are required. Small business subcontracting is limited to 85 percent per FAR 52.219-14.
Distinctive requirements include compliance with FAR 52.236-2 and 52.236-3 regarding site conditions; Buy American construction materials provisions; environmental commitments including wildlife protection (helicopter altitude minimums of 2,000 feet except takeoff/landing, restricted work windows by elevation and season, wildlife collision reporting); weed-free certified materials with federal, state, or local agency certification meeting North American Invasive Species Management Association standards, submitted for approval 14 days prior to use; and heritage resource considerations in the National Historic Landmark District.
Evaluation uses a best-value tradeoff process with three equally weighted non-price factors—Experience and Key Personnel (up to three relevant projects from the past five years with resumes for Project Manager, Superintendent, On-site Quality Control Specialist, and On-site Safety Specialist), Technical Approach and Schedule (maximum 10 pages with MS Project Gantt Chart assuming September 1, 2026 Notice to Proceed), and Past Performance (three similar projects using provided questionnaire or CPARS report)—considered significantly more important than price. NAICS code is 236220, Commercial and Institutional Building Construction; PSC code is Y1QA, Construction of Restoration of Real Property. An organized site visit was held May 15, 2026, at Mount Rainier Visitor Center with option for in-person or MS Teams attendance.
Amendment 0007, posted July 9, 2026, cancels this RFP due to necessary revision to the Scope of Work.
