The National Oceanic and Atmospheric Administration seeks decommissioning of its Montlake Radiation Program at the Northwest Fisheries Science Center in Seattle, Washington, with proposals due September 9, 2026 at 1400 PDT. The procurement is 100% small business set-aside under NAICS 562910, with performance through February 28, 2027.
Place of performance is the NOAA Northwest Fisheries Science Center at 2725 Montlake Boulevard East, Seattle, Washington, operating under NRC License No. 46-06377-04 Amendment 45 (valid through September 30, 2039). The contractor must dispose of radioactive waste in five 55-gallon drums and miscellaneous containers holding tritium, carbon-14, and iodine-125 (total inventory approximately 5.2 millicuries); decommission four pieces of radiological equipment including two PerkinElmer TriCarb Liquid Scintillation Counters, one gamma counter, and a Thermo Niton lead-based paint XRF analyzer; remove and dispose of 300 to 500 pounds of lead shielding; characterize and dispose of mixed waste containing organic solvents; and conduct radiological surveys per MARSSIM Class 3 methodology and ANSI/HPS N13.12-2013 clearance criteria (6,000 dpm/100 cm²) across five laboratory areas and the waste storage shed to support NRC license termination.
The contractor must possess all required federal, state, and local licenses and certifications for health physics services, radioactive waste handling, transportation, and storage, and perform all work under ALARA principles compliant with NRC, EPA, OSHA, and Washington State Department of Ecology regulations. A site visit occurred August 27, 2026; REAL ID was required for facility access. Questions were due August 28, 2026 at noon PDT; 75 bidder inquiries were received and answered by September 3. This is a firm-fixed-price commercial services contract (PSC F108) with waste disposal and survey work priced per drum on a firm-fixed basis.
