About this file

This document is a Requests for Information (RFIs) log for the Montlake Radioactive Materials Program Decommissioning project, RFQ Number 1305M326Q0486, issued by NOAA. The RFI log compiles 75 bidder inquiries received on 28-August-26 with responses issued by the client/Subject Matter Experts on 31-August-25, with response dates documented as 3-September-26.

The project involves decommissioning and radiological survey work at the NOAA Northwest Fisheries Science Center Montlake Laboratory facility, a government-owned federal complex constructed in 1963. Key project scope includes: disposal of four primary waste drums (1A, 2A, 5A, 6A) containing H-3, C-14, and I-125 radioactive materials, with one consolidated shipment anticipated at firm-fixed-price (FFP) on a per-drum unit basis; decommissioning of two PerkinElmer Packard Tri-Carb Liquid Scintillation Counters (S/N 103840 and 422739), one PerkinElmer Packard TopCount NXT Microplate Counter (S/N 429550), and one Thermo Niton Lead-Based Paint XRF Analyzer (S/N 6562) containing sealed internal radioactive sources; disposal of 300-500 pounds of lead shielding from loose lead pigs and internal instrument shielding; and characterization and disposal of mixed waste containing organic solvents such as toluene. The survey scope encompasses Room 413E (primary laboratory, approximately 373 square feet), Rooms 421E and 307E containing radiological equipment, and the waste storage shed, following MARSSIM principles with Class 3 survey methodology and ANSI/HPS N13.12-2013 clearance criteria of 6,000 dpm/100 cm². Transportation and disposal costs are firm-fixed-price. The facility operates under NRC License No. 46-06377-04 Amendment 45, valid until 9/30/2039, with oversight by NRC Region IV. The contractor shall support NOAA through final NRC review and license termination with a target contractual milestone of 28-February-2027 for deliverable completion, though the current NRC license expiration is 2039. Contractual acceptance authority rests with the NOAA Contracting Officer with review and concurrence by the NOAA Radiation Safety Officer and subsequent NRC approval. Discovery of unforeseen pre-existing contamination exceeding clearance limits will be processed via formal contract modification procedures.

1 27-Aug-26 Please confirm the approximate actual volume of radioactive waste currently requiring disposal, including the estimated volume/fill level of the five (5) 55-gallon drums;

the anticipated number of shipments; and the maximum contact radiation dose rate (mR/hr) for each waste container. The SOW identifies five 55-gallon metal drums (275 gallons total container capacity), but does not state that the drums are full, nor does it specify the number of shipments or maximum contact dose rate.

31-Aug-25 Bidders shall assume the four primary waste drums (1A, 2A, 5A, 6A) are at least ¾ full. External contact radiation dose rates for all containers are at ambient background levels (< 0.1 mR/hr) due to the total decay of short-lived I-125 and the shielding of low-energy beta emitters (H-3, C-14) by the steel drum walls. One consolidated shipment is anticipated, and disposal costs are firm-fixed-price on a per-drum unit basis.

3-Sep-26

5 28-Aug-26 I was unable to attend the site visit. Would it be possible for NOAA to share any photographs of the laboratory spaces and other areas included in the scope? If photos are available, we thought they would be helpful for our team to better understand the facility layout and existing conditions as we develop our technical approach. If not, no problem at all.

31-Aug-25 Yes, photographs of the laboratory spaces are provided across the attached documentation:

Room 413E: Comprehensive photographs detailing workbenches, cabinets, fume hoods, freezers, sinks, and equipment are provided in Appendix F of Attachment 1 (FINAL STATUS SURVEY REPORT

Bidders should plan to utilize standard calibrated radiological instrumentation, including GM pancake detectors (e.g., Ludlum 14C / 44-9), low-energy NaI scintillators (e.g., Ludlum 3 / 44-3), microRem meters, and LSCs.

3-Sep-26

9 28-Aug-26 Under the Statement of Work, item 1.4 and 1.5, how has the disposal of Toulene being handled?

31-Aug-25 Liquid waste containing organic solvents such as toluene (including legacy scintillation cocktail fluids) must be characterized, packaged, transported, and disposed of as Mixed Waste (combined RCRA hazardous chemical and radioactive waste) in full compliance with applicable EPA, DOT, and NRC regulations. Contractors shall account for dual-permitted mixed waste treatment and disposal facilities in their technical approach and pricing.

3-Sep-26

10 28-Aug-26 Item 1.6 mentions NUREG-1556 Vol 7 - this is a NUREG- 1556 Vol 9. Which is governing document?

31-Aug-25 NUREG-1556 Vol 7 (Consolidated Guidance About Materials Licenses: Program-Specific Guidance About Academic, Research and Development, and Other Licenses of Limited Scope) is the governing regulatory guidance document for License No. 46-06377-04. NUREG-1556 Vol 9 governs medical human-use licenses and does not apply to NOAA's non-human marine research operations.
