Current radioactive waste inventory includes five 55-gallon drums and one lead-lined wooden box containing tritium, carbon-14, and iodine-125 materials with total activity of approximately 5.2 mCi. The contractor must comply with NRC, EPA, OSHA, and Washington State Department of Ecology regulations, possess all required licenses and certifications for radioactive waste handling and transportation, and perform all work under ALARA principles. A Radiation Safety Officer employed by NOAA will oversee the work. The period of performance extends through February 28, 2027, with all submissions directed to Thanh Minh Trinh, P.E., Radiation Safety Officer at the Montlake facility.

Statement of Work NWFSC Radiation Program Decommissioning

NWFSC, Seattle, WA

1. BACKGROUND

1.1. Campus

The Montlake laboratory is a research laboratory owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC). It is located at 2725 Montlake Blvd. E, Seattle, WA 98112.

1.2. NRC License.

The facility operates under a radioactive materials license issued by the U.S. Nuclear Regulatory Commission (NRC); License No. 46-06377-04 Amendment 45.

1.3. Radioactive Materials Use Areas.

Areas of the facility that were authorized for radioactive materials use and/or storage are as follows:

1.3.1. Shipping & Receiving Area

This space is approximately 216 SF and is designated as the shipping and receiving area for the Center. There is a safe in this room to secure radioactive materials for short-term storage. Packages were not opened in this area as it was only authorized as a storage area.

1.3.2. 309E/311E Horseshoe Lab The area in each lab is 200 SF. Radiation work only occurs in 309E. 311E is labeled as a radiation area because there is a direct passage between these two laboratory spaces.

Historical use of radioactive material was limited to 309E. Room 309E contains a Perkin Elmer TriCarb Liquid Scintillation Counter (LSC), dot matrix printer, and Perkin Elmer LSC standards (H-3, C-14, Bkg).

1.3.3. 421E Lab This area of this lab is 373SF and contains an unreleased liquid scintillation counter.

Historically this area was authorized for I-125 and H-3 use. The 421E lab contains an Perkin Elmer TriCarb LSC with Perkin Elmer LSC standards (H-3, C-14, Bkg).

1.3.4. Radioactive Waste Storage Shed

This shed currently contains five 55-gallon metal waste drums and 1 acrylic and lead-lined wooden box utilized for beta emitter storage. The wooden box has only an empty lead pig inside.

1.3.5. 413E Lab This lab was surveyed in preparation for submission to the NRC for formal release of the lab space June of 2023. Surveys were performed to identify potential areas of contamination and to release fixtures and equipment that previously were associated with radioactive material. NWFSC has not submitted documentation to release the use area for unrestricted use, so it must be included in the radioactive materials license termination.

1.4. General Radiation Program Waste

The Montlake Laboratory produces radioactive waste from the Physiology Program (Iodine-125 and Tritium) and Harmful Algal Blooms Program (Tritium). Low-level radioactive waste streams include:

1.4.1. Solidified liquid waste;

1.4.2. Iodine-125 dry waste;

1.4.3. Liquid scintillation vials containing Ecolume based scintillation cocktail;

1.4.4. Tritium/Carbon-14 dry waste;

1.5. Decommission Radioactive Waste

The decommissioning/closure-related wastes (or potential waste) are as follows:

1.5.1. Waste related to incidental decontamination efforts (as necessary)

1.5.2. Generally licensed sources contained within two Perkin-Elmer TriCarb liquid scintillation counters.

1.5.3. Two (2) LSC standard kits associated with the two LSC machines.

1.5.4. One (1) 55-gallon drum of dry solid waste (H-3) generated during previous lab closure activities.

1.5.5. Materials/equipment identified as containing radioactive material or radioactive contamination that cannot be reduced to levels for free release in accordance with 10

CFR

1.6. Decommission Equipment

The following equipment requires removal and disposition, including any associated equipment, racks, trays, sources, and standards. This equipment is associated with historical radiation work and is subject to release from radiological control in accordance with NUREG-1556 Vol 7 acceptable surface contamination levels.

1.6.1. One (1) Portable LBP Niton sensor

1.6.2. Two (2) Perkin-Elmer TriCarb Liquid Scintillation Counters

1.6.3. One (1) Gamma Counter

1.7. Survey for Release.

The following materials require surveys for release from radiological control.

1.7.1. Benchtop lead shielding (bricks, sheets, squares)

1.7.2. Shielded shipping containers associated with stock vials received from manufacturers.

1.7.3. Trays, racks, and accessories associated with LSC and Gamma Counter equipment in

Section 1.6

1.8. Radioactive Waste Inventory.

Table 1 summarizes the radioactivity levels on radioactive waste awaiting disposal.

2. SCOPE

2.1. Contractor to Furnish

The Contractor shall furnish all labor, supervision, personnel, materials, equipment, tools, transportation, packaging, permits, licenses, services, and facilities necessary to support the decommissioning of the NWFSC Radiation Program at the Montlake Laboratory and the termination of the NWFSC Radioactive Materials License.

The work includes:

2.1.1. Facilitating the disposal of legacy radioactive waste and equipment through a licensed radioactive waste broker, processor, or disposal site;

2.1.2. Removal and disposal of internal radioactive sources from analytical equipment;

2.1.3. Radiological surveys and swipe testing related to the release of all use/storage areas in support of license termination;

2.1.4. Facilitating the disposal of all radioactive waste/mixed waste generated during the license closure process; and

2.1.5. Preparation of manifests, disposal documentation, and decommissioning reports.

2.1.6. The Contractor shall provide technical support related to NRC facility decommissioning, termination of the NWFSC license, and the removal and disposition of licensed radioactive materials designated as radioactive waste.

2.2. Contractor Qualifications

The Contractor and subcontractors shall possess all licenses, permits, approvals, insurance, and certifications required to perform health physics services, radioactive waste handling, transportation, storage, treatment, and disposal activities under applicable federal, state, and local regulations.

2.3. Regulatory Compliance

All work shall be performed in accordance with applicable requirements of:

2.3.1. U.S. Nuclear Regulatory Commission (NRC)

2.3.2. U.S. Environmental Protection Agency (EPA)

2.3.3. Occupational Safety and Health Administration (OSHA)

2.3.4. Washington State Department of Ecology (WSDOE)

2.3.5. NRC License No. 46-06377-04 Amendment 45;

2.3.6. 10 CFR Part 20;

2.3.7. 10 CFR Part 30;

2.3.8. Applicable DOT hazardous materials transportation regulations; and

2.3.9. Applicable federal, state, and local regulations governing radioactive and mixed wastes.

3. APPLICABLE DOCUMENTS

3.1 Applicable requirement documents are as follows:

3.1.1. NRC License 46-06377-04 Amendment45

3.1.2. NWFSC Radiation Safety Program

3.1.3. 10 CFR Part 20 – Standards for Protection Against Radiation

3.1.4. 10 CFR Part 30 – Rules of General Applicability to Domestic Licensing of Byproduct

Material

3.1.5. Applicable DOT Hazardous Materials Regulations (49 CFR)

3.1.6. Applicable Washington State hazardous waste regulations

4. SPECIFIC TASKS

In support of the following specific Tasks, the NWFSC will provide the Contractor with access to any relevant radiation program records and physical access to areas necessary to conduct radiological surveys.

4.1. TASK 1 - Disposal of Radioactive Waste, Equipment, and Incidental Survey Waste The Contractor shall facilitate packaging, transport, and disposal of the radioactive waste, radioactive standards, laboratory debris, and equipment identified in this SOW. The waste disposal work shall include, but not be limited to, the following:

4.1.1. Tritium (H-3), Carbon-14, and Iodine-125 wastes

4.1.2. Legacy radioactive standards and radioactive calibration sources

4.1.3. Radioactive waste identified/generated during equipment and program decommissioning

4.1.4. Disposal or recycling of laboratory equipment identified in Section 1.4 that requires disposal as radioactive waste.

4.1.5. The Contractor shall furnish all labor, packaging materials, shielding, containers, overpacks, transportation resources, manifests, and disposal documentation necessary to complete the work including any characterization, identification, or inventory information necessary to meet applicable acceptance criteria.

4.1.6. Radiation labels and markings associated with materials released as non-radioactive following decay-in-storage processing shall be removed or obliterated prior to disposal.

4.1.7. All handling, transportation, recycling, and disposal activities shall comply with applicable NRC, DOT, EPA, OSHA, and WSDOE requirements.

4.2. TASK 2 - Extraction and Management of Internal Radioactive Sources The Contractor shall extract, characterize, package, transport, and dispose of internal radioactive sources contained within laboratory equipment, including Liquid Scintillation Counters (LSCs) and associated instrumentation. The Contractor shall:

4.2.1. Identify internal radioactive components or contamination associated with the equipment;

4.2.2. Perform removal activities using appropriate radiological controls;

4.2.3. Package and transport extracted radioactive materials in accordance with applicable regulations; and

4.2.4. Provide arrangements for final disposition and ensure NWFSC receives any certifications of disposal and waste receipt acknowledgements.

4.2.5. The Contractor shall immediately notify the Radiation Safety Officer (RSO) of any previously unidentified radioactive materials, contamination, leaking sources, or radiological conditions discovered during execution of the work.

4.3. TASK 3 - Radiological Surveys

The Contractor shall perform radiological surveys associated with decommissioning activities.

Survey activities shall include:

4.3.1. Develop a survey plan to establish release limits that are acceptable to the RSO and US NRC for the release of fixtures/equipment and permanent building surfaces respectively.

4.3.2. Removable contamination swipe surveys, scanning, and direct radiation measurements required to demonstrate compliance with the applicable release limits;

4.3.3. Surveys of affected laboratory work areas, equipment, and waste handling locations;

4.3.4. Verification that no residual contamination attributable to Contractor activities remains.

4.3.5. All radiological work shall be performed in accordance with the As Low As Reasonably

Achievable (ALARA) principle and the NWFSC Radiation Safety Program

4.3.6. Final radiological conditions shall support unrestricted release criteria in accordance with 10 CFR Part 20 Subpart E.

4.3.7. Survey documentation shall include:

4.3.7.1. Survey locations;

4.3.7.2. Instrument make, model, and serial number;

4.3.7.3. Instrument calibration dates;

4.3.7.4. Background measurements;

4.3.7.5. Survey methodology; and

4.3.7.6. Survey results.

4.3.8. Any contamination identified, resulting from Contractor activities, shall be remediated by the Contractor at no additional cost to the Government.

4.4. TASK 4 - Documentation and Reporting

The Contractor shall prepare, maintain, and submit all documentation necessary to perform the work and demonstrate compliance with applicable NRC, DOT, EPA, OSHA, WSDOE, disposal facility, and transportation requirements.

4.4.1. Documentation shall include, at a minimum:

4.4.1.1. Shipping papers and manifests;

4.4.1.2. Waste profiles;

4.4.1.3. Certificates of burial, destruction, recycling, treatment, or decay;

4.4.1.4. Hazardous waste manifests for mixed waste;

4.4.1.5. Equipment disposition records;

4.4.1.6. Radiological survey reports;

4.4.1.7. Waste inventory reconciliation records; and

4.4.1.8. Final status survey report.

4.4.2. For waste managed under decay-in-storage provisions, the Contractor shall provide records documenting:

4.4.2.1. radionuclides,

4.4.2.2. storage dates,

4.4.2.3. disposal dates,

4.4.2.4. survey instrument information,

4.4.2.5. background measurements,

4.4.2.6. final survey results, and

4.4.2.7. signature of the individual performing the release survey.

4.4.3. The Contractor shall provide work necessary to prepare and submit NRC Form 314, Certification of Disposition of Materials, by the licensee in addition to the request to terminate the NWFSC radioactive materials license.

4.4.4. All documentation shall be submitted electronically in searchable PDF format unless otherwise approved by the Government.

5. OPTIONAL ITEMS - Not applicable.

6. GENERAL REQUIREMENTS

6.1. Project manager

Promptly following award of the contract, the contractor shall designate a project manager. The project manager is responsible for maintaining coordination and execution of the contract.

Changes to the designated project manager can only be made upon prior approval of the RSO.

The project manager shall serve as liaison between the contractor and the RSO for all work required under this contract.

6.2. Project Coordination

The Contractor shall coordinate all work activities with the RSO and the facility point-of-contact.

The RSO will be employed by the National Oceanic and Atmospheric Administration (NOAA).

Work at the site shall not interfere with the on-site normal operating functions. If interference is unavoidable, every effort shall be made to keep disruption to a minimum.

6.3. Reporting

Contractor format is acceptable provided that it satisfies the aforementioned specific minimum requirements specified in Section 4.

7. GOVERNMENT-FURNISHED EQUIPMENT – None

8. DELIVERABLES AND SCHEDULE

Following is a schedule of all deliverables, including administrative deliverables, required during the period of performance of this contract:

1. Facility Release - Survey Plan

2. Facility Release - Final Status Survey Report (includes survey for release and permanent building surface results)

3. Waste Shipment Records (inventory, manifests, permits, and certifications)

4. US NRC License Termination request, including applicable forms and supporting documentation ready for submission.
