About this opportunity

The Montana Army National Guard is soliciting proposals for a Multiple Award Task Order Contract (MATOC) to provide maintenance, repair, and construction services supporting National Guard activities throughout Montana. The indefinite delivery-indefinite quantity (IDIQ) contract will primarily serve the Montana Air National Guard Base in Great Falls and other National Guard facilities, covering multi-disciplined construction work including electrical systems, mechanical systems, facility renovations, roofing, and concrete/asphalt paving. Proposals will be evaluated based on three equally weighted factors: corporate experience (requiring 4-5 qualifying projects with at least one performed in Montana), past performance (assessed through CPARS or past performance questionnaires), and single project bonding capability (minimum $1 million bonding capacity required). The government intends to award contracts to all qualifying offerors who submit technically acceptable proposals without conducting discussions. A pre-proposal conference was held on August 7, 2025, in Great Falls, Montana, and the solicitation has been amended twice, with the final proposal submission deadline extended to August 28, 2025, at 2:00 PM local time.

This procurement is designated as a total small business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a $45 million small business size standard, though individual task orders may be further set aside for other socio-economic programs including 8(a), HUBZone, service-disabled veteran-owned, and women-owned small businesses. The contract features a five-year ordering period with a total program ceiling of $45 million across all awarded contracts, with individual task orders ranging from $2,000 to $7 million. Task orders will be competitively awarded among MATOC holders, creating a shared capacity pool of qualified contractors rather than identifying specific incumbents. Primary performance locations include the Montana Air National Guard Base in Great Falls and other National Guard facilities throughout the state of Montana. The contract structure allows any National Guard Contracting Officer in Montana to issue task orders against the awarded MATOCs, with the potential for a six-month contract extension beyond the initial five-year period.
