Awards will be made to all qualifying offerors:

Helps to expedite source selection and award process of MATOC.

Helps to alleviate burden of submitting pricing for fake or “prototype” project.

Helps to alleviate evaluation of pricing (on the Government’s side) for pricing that is not enforceable or indicative of other construction actions to be procured under the MATOC.

Evaluation factors set-up to reflect the various types of projects that will be procured. We understand this can limit some smaller firms.

Scope of Work Broad range of maintenance, repair, and construction activities.

Primarily in support of MT Air National Guard (ANG) base located by Great Falls, MT and potential Guard Facilities within MT.

The project categories can include construction of various facilities, electrical systems, mechanical systems (HVAC and controls), fire suppression, roof installation and repair, and concrete and/or asphalt paving.

Award of Task Orders Any National Guard Contracting Officer throughout MT can order against the awarded MATOC.

Task order requests for proposals will be project specific and require:

Price proposal, Bid bond, Limited technical submittals depending on the scope and size of the construction requirement.

What to Submit Section 00 21 16 – Instructions to Proposers Electronic proposal only; submitted through email. Vendors responsibility to ensure receipt.

Volume 1: Pro Forma Documents Volume 2: Technical Proposal Please ensure the proposal is complete; discussions are not likely.

Volume 1: Pro Forma Introduction Page (1 Page) 6.1.1.

Standard Form 1442 (2 Pages) Representations and Certifications (No Page Limit) If all fillable provisions are in SAM record, do not need to separately submit.

Any provision that is not in SAM SHALL be completed and submitted with proposal.

Joint Venture Agreement, if applicable (No Page Limit) Exhibit A & B

Volume 2: Technical Factor 1, Corporate Experience (25 Pages or 5 Pages max for each project) Factor 2, Past Performance (35 Pages or 7 Pages max for each project) Factor 3, Single Project Bonding Capacity (5 Pages)

Basis for Award Award to all qualifying offerors “Qualifying” is a proposal conforming to all requirements of solicitation All factors considered equally Factors setup with acceptability criteria (you either are acceptable or are unacceptable).

Unacceptable for any one factor makes your proposal ineligible for award.

No request for or evaluation of price. Therefore, no trade-off consideration.

Factor 1: Corporate Experience Submit at least 4 projects, no more than 5.

At least one project shall be within MT.

1 project for roof installation or repair > $100K 1 project for mechanical system (e.g. HVAC or controls) > $50K 1 project for renovation or repair > $100K All shall have been as prime.

Factor 1 (Continued) Recency:

Completed within 5 calendar years before closing of the solicitation, OR if active, at least 60% completed.

Important to annotate the completion dates or progress on your proposals.

Relevancy:

Offerors shall provide sufficient detail to demonstrate relevancy (again, don’t anticipate discussions).

Factor 2: Past Performance Submit past performance information for each project submitted under Factor 1.

Can submit either a CPARS evaluation AND/OR a Past Performance Questionnaire (PPQ) for each project.

If PPQs, project clients should submit directly to Government.

Contract Specialist will confirm receipt to the offeror directly.

Factor 2: Past Performance Issues with CPARS vs PPQ CPARS Effort description can be lacking PPQ vendor describes requirements

Factor 3: Single Project Bonding Submit a signed letter from a surety confirming offeror is capable of bonding to at least $1M for a single construction project.

Important – Single NOT aggregate Surety company shall be listed on U.S. Dept of Treasury’s “List of Certified Companies” https://www.fiscal.treasury.gov/surety-bonds/list-certified-companies.html/

Amendment 0002 We do intend to issue an amendment after this meeting (the following week).
