MEMORANDUM FOR CONTRACT FILE

SUBJECT: Solicitation No: W9124V25RA001 Question and Answers

1. Please clarify if in section 00 22 16 3.1.2 is the submitter required to meet all of the listed criteria

A-D with a minimum of four projects or would the four projects falling under one of the criteria meet requirement?

a. As stated, “meet one or more of the following criteria:”. Meaning one of the submitted projects must meet the criteria of paragraphs b-d.

2. I noticed there is a requirement indicating that offerors must currently have ongoing or recent projects in Montana. At this time, we do not have active projects in the state, and we would like to respectfully ask for clarification. Would “XXXXX XXXXXXXXX” be eligible to participate in this opportunity?

a. see question number 3 and 5 for response.

3. Would the government reconsider using experience in section 3.1.2 C to include the mid-west region? Rather than limiting experience to Montana.

a. A project must have been performed in Montana, the requirements that one of the required

(paragraph b-d) projects must be in Montana has been removed.

4. Do table of contents and cover sheets count towards the total pages?

a. No, cover sheet and table of contents would not count towards the page max as long as they are on their own page.

5. Per solicitation section 3.1, all (4) of required "corporate experience" projects are to have been performed in the state of Montana. Per today's Prebid meeting, it was mentioned that only (1) "corporate experience" project was required to have been performed in the state of Montana. Can you please clarify?

a. Section 00 22 16, paragraph 3 Evaluation factors (page 16 of solicitation). One of the projects submitted is to have been performed in Montana. It is not required that all projects or one of the required projects (see section 00 22 16, 3.1.2 b-d) must have been performed in Montana.

6. During the conference it was asked what amount should be input for CLIN 0001 on the section 00 10 00 (page 5 of solicitation/1442)?

a. Since this is an ordering vehicle (indefinite delivery, indefinite quantity) there is no dollar amount required. This pertains to the Column titled “Amount”.

7. During the conference it was asked about submission of RFI’s for the solicitation.

a. RFI’s are encouraged and welcome if constructive and relatable to the solicitation.

8. During the conference it was discussed about REAL ID requirements to access base.

a. Mr. Talon Urick talked about the requirements to have REAL ID or a passport to access base.

Businesses were encouraged to attain a REAL ID sooner to access the base as a driver’s license will not suffice.

i. Below is the list of ID’s that meet/exceed the identity proofing requirement of the REAL ID Act.

1. DOD common access cards

2. DOD uniformed services ID cards– military retiree or dependent IDs

3. Local DOD access cards and passes – i.e. a Defense Biometric

Identification System cards or visitor passes

4. Real ID-compliant driver’s licenses, enhanced driver’s licenses, or nondriver’s identification cards issued by a state, territory, possession or the District of Columbia

5. U.S. or foreign passport or passport cards

6. Transportation Worker ID cards

7. Veteran’s Health ID cards

8. Federal personal identity verification cards

9. During the conference it was discussed about verifying SAM activation status.

a. It was discussed that businesses are encouraged to verify their SAM.gov status and make sure their SAM registration is active and not close to expiration. An expired SAM registration will prevent award in the contract writing system.

10. During the conference it was discussed about using the expertise of the APEX.

a. It was discussed that businesses are encouraged to verify their SAM.gov status and make sure their SAM registration is active and not close to expiration. An expired SAM registration will prevent award in the contract writing system.

11. During the conference it was asked if this would be one award, several awards?

a. The MATOC is to establish a pool of contractors with an ordering vehicle. The Government would then compete Construction requirements only among those contract holders with an ordering vehicle on the Montana MATOC. There would be no posting of the requirement on SAM.gov, the requirement would be sent directly to MATOC contract holders. The Government is not required to use the MATOC but for most projects it will be utilized.

Although it was discussed that the primary purpose for the MATOC was the projects for the 120th Air Wing, it was mentioned that there was a small chance of other requirements such as Army Guard Armory projects that could utilize the MATOC.
