About this opportunity
The Department of the Air Force Air Mobility Command has issued a Special Notice announcing its intent to sole source a contract with Monaco Enterprises Inc. for preventive maintenance and inspection (PMI) services at Joint Base McGuire-Dix-Lakehurst. The Notice specifically relates to procuring specialized emergency dispatch center equipment and services that are critical to maintaining communication infrastructure across the base's facilities. Monaco Enterprises is the exclusive provider of this system due to their unique ownership of the proprietary software and hardware used in the emergency dispatch center. The sole source justification emphasizes that using Monaco Enterprises' equipment is essential for ensuring life safety communications and preventing potential disruptions in emergency response capabilities. The contract falls under the Security Systems Services NAICS category and is set aside for small businesses.
The primary objective of this Special Notice is to justify and execute a sole source procurement for comprehensive maintenance of the Monaco D-21 System, which encompasses emergency dispatch equipment across the joint base. Contractors interested in understanding the opportunity should note the key dates: the Notice was posted on April 4, 2025, with responses due by April 18, 2025. The Performance Work Statement requires all maintenance activities to be scheduled within 30 days of contract award and completed within 180 days. Eligible contractors must recognize that the procurement is specifically targeted at Monaco Enterprises due to their exclusive system ownership, with no alternative third-party equipment being acceptable without compromising communication protocols. The maintenance scope includes critical tasks such as software updates, system-wide polling, network connectivity verification, equipment cleaning, firmware updates, and operator training for various emergency communication systems. Point of contact for follow-up questions is Master Sergeant Robert Gerry, who can be reached at DSN: 650-3608 or robert.gerry@us.af.mil.

This PMI Service can only be purchased through Monaco Enterprises (ME) because they own the system we use in the emergency dispatch center across the Joint base.
