About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is soliciting proposals for the modernization of eight passenger and freight elevators at the VA Central Iowa Health Care System facility in Des Moines, Iowa, under solicitation number 36C77626R0038. The scope includes comprehensive installation of new controls, motors, electrical systems, emergency phones, fire suppression systems, lighting, data systems, and cab interior finishes, with all work to be completed within 365 calendar days following notice to proceed. Key contract requirements mandate that contractors provide all labor, materials, equipment, tools, and supervision necessary for project completion, with successful offerors required to attend a mandatory post-award conference before work commences. The contractor must establish a dedicated Site Safety and Health Officer, maintain daily safety meetings, and comply with extensive infection control risk assessment procedures given the active medical facility environment. Evaluation will be based on past performance confidence rating (with minimum demonstration of $2 million in elevator modernization projects within active healthcare settings), qualifications of key personnel including project manager, superintendent, quality control manager, safety professional, and elevator technician, and lump-sum price. Technical questions were due by March 30, 2026, and proposals are due May 6, 2026, at 1:00 PM EDT, with the government maintaining a 90-calendar-day acceptance period for proposals.
This procurement is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified by the U.S. Small Business Administration in accordance with 38 U.S.C. Section 8127, with no incumbent contractor identified. The estimated construction magnitude ranges from $5,000,000 to $10,000,000, utilizing NAICS Code 238290 and PSC Code J035, with bidders required to submit a bid guarantee of no less than 20 percent of the proposal price but not exceeding $3,000,000 and obtain performance and payment bonds upon award. Two optional alternates are available: Alternate I for HEPA filter cab fans on all eight elevators and Alternate II for antibacterial buttons on all eight elevators, with a separate not-to-exceed allowance for identification and abatement of unforeseen hazardous materials. A formal site visit was conducted on March 23, 2026, at the facility located at 3600 30th Street, Des Moines, Iowa 50310-5753, with attendance strongly encouraged though not mandatory. The work requires compliance with prevailing wage rates as established by the Department of Labor for Polk County, Iowa, and adherence to extensive technical specifications including ASME A17.1 (2022) and A17.3 (2023) elevator codes, with phasing restrictions requiring coordination to maintain at least partial elevator service throughout the construction period.
