About this file
This file contains the technical specifications and construction documents for the Modernize Elevators NRM Construction Project at VA Central Iowa Health Care System in Des Moines, Iowa. The project involves comprehensive modernization of eight passenger and freight elevators (designated A-East, A-West, B-Passenger, B-Service, C-Passenger, D-Passenger, E-Passenger, and K-Freight) to ensure compliance with current safety codes and operational standards. The modernization work includes installation of new controls, motors, electrical systems, emergency phones, plumbing, air conditioning, lighting, cables, data systems, fire alarms, fire suppression systems, and new cab interior finishes. The contract requires a performance period of 365 calendar days including material and equipment lead time, with work to commence following a preconstruction meeting and notice to proceed.
The specifications establish detailed requirements across 48 divisions covering general construction provisions, safety protocols, quality control procedures, project scheduling using Critical Path Method analysis, submittal procedures, and testing and commissioning requirements. Key specifications address construction security, infection control measures for the occupied medical facility, temporary environmental controls, asbestos and lead-based paint abatement procedures using glovebag and chemical removal methods respectively, waste management with minimum 50 percent diversion from landfills, sustainable construction requirements including low-VOC materials and ENERGY STAR compliance, comprehensive commissioning processes for HVAC and plumbing systems, and warranty management with specific service priority categories. The contractor must establish a Site Safety and Health Officer position, maintain daily safety meetings, conduct equipment startup and functional testing, and provide detailed training and operations manuals to facility personnel. Submittals must include project schedules, quality control plans, shop drawings, material certifications, testing reports, and final commissioning documentation for government approval prior to construction commencement.
