About this opportunity
The Air Force Test Center's Installation Contracting Division at Arnold Air Force Base is seeking sources to design, fabricate, install, and commission a complete modernization of its existing test control sequencer system and associated software packages. The current system has become obsolete and is no longer capable of reliably supporting ground test simulations for solid-propellant rocket motors across a wide range of simulated pressure altitudes. Key requirements include the system utilizing National Instruments PXI chassis with modules, source code written in ANSI C, dual Windows 11 Secure Host Baseline workstations, multimode fiber for inter-building interfaces, accommodation of up to 140 editable software routines, and integration with the AEDC Data System. The contractor's scope encompasses design activities including five formal design reviews, fabrication and procurement of hardware, installation support, checkout activities, and comprehensive data deliverables including design drawings, software specifications, acceptance test plans, and source code. Interested vendors must submit their responses by 1:00 PM Central Time on February 12, 2026, via email to Ms. Brooke Vandeman at brooke.vandeman@us.af.mil, with submissions including company information, SAM Unique Entity Identifier, technical capability descriptions, budgetary estimates, and schedule projections.
This is a Pre-Solicitation Notice with no set-aside designation, and no incumbent contractor is identified in the available documentation. The anticipated North American Industry Classification System code has not yet been determined, and no specific award value or budget range is disclosed in the notice, though interested contractors are asked to provide their own budgetary estimates as part of the sources sought process. Key milestones include Project Kickoff, design reviews at 60 percent and final stages, Factory Acceptance Test, Installation, Verification Readiness Review, Functional and Physical Configuration Audits, Site Acceptance Test, and on-site system orientation and training. The Government will receive five-year Government Purpose Rights to all technical data and drawings, which will convert to Unlimited Rights upon expiration. Contractors must also provide critical spares at a minimum 10 percent of installed system inventory and coordinate formal outages with minimum 15-working-day notice for outages of three days or less and 40-working-day notice for longer outages.
