About this file

This is a Statement of Objectives (SOO) for the J-6 Test Control Sequencer system modernization effort. The Air Force Test Center at Arnold Air Force Base seeks to replace and update its existing test control sequencer system and software packages due to obsolescence. The system provides test control sequencing for a test cell that performs ground test simulations for solid-propellant rocket motors across a wide range of simulated pressure altitudes. The contractor must deliver a complete replacement system with enhanced reliability through performance-based, quantitative work defined in a Statement of Work.

The contractor's scope includes design activities (Requirements Review, Conceptual Design Review, Preliminary Design Review, Critical Design Review, and Design Approval), fabrication and procurement of the Test Control Sequencer System and supporting hardware, installation support, and checkout activities. Key milestones include Project Kickoff, design reviews at 60% and final stages, Factory Acceptance Test, Installation, Verification Readiness Review, Functional and Physical Configuration Audits, Site Acceptance Test, and on-site system orientation and training. Data deliverables include design drawings, electrical drawings, software specifications, acceptance test plans, commissioning plans, source code, assembly drawings, interface diagrams, O&M life cycle cost analysis, bill of materials, and FMEA documentation. The Government will receive five-year Government Purpose Rights to all technical data and drawings, converting to Unlimited Rights upon expiration. The contractor must develop and maintain a Quality Control Plan, provide on-site training with recorded materials, and maintain clear Government visibility into schedule, performance, and risks while managing the program with maximum flexibility in approach.

DISTRIBUTION STATEMENT A: Approved for public release. Distribution Unlimited.

Statement of Objectives (SOO) J-6 Test Control Sequencer

1. Program Objectives The program objective for this effort is to provide test control sequencing to a test cell that provides ground test simulations for solid-propellant rocket motors over a wide range of simulated pressure altitudes. To enhance reliability, a test control sequencer system must be replaced and updated due to obsolescence of the current system and some of its existing software packages.

2. Contract Objectives At a minimum, the contract shall define the following:

2.1 Work to-be Performed:

Provide specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy all project requirements established in SOO Attachment 1 – Performance Parameters. Follow on tasks are as follows:

2.1.1 Design, to include but not limited to: Requirements Review (RR), Conceptual Design Review (CoDR), Preliminary Design Review (PDR), Critical Design Review (CDR), Design Submission and Approval.

2.1.2 Fabrication activities for the Test Control Sequencer System and supporting hardware.

2.1.3 Procurement and Delivery activities for the Test Control Sequencer System and supporting hardware.

2.1.4 Installation activities and support for the Test Control Sequencer System and supporting hardware.

2.1.5 Checkout activities and support for the Test Control Sequencer System and supporting hardware.

2.2 Milestones

Planned, significant events scheduled to occur at specific times in performance of the SOW.

Milestones shall include, at a minimum:

· Project Kickoff Meeting

· Preliminary Design Review for the Test Control Sequencer

· 60% Critical Design Review for the Test Control Sequencer

· Final Design Submission and Approval for the Test Control Sequencer

· Project Closeout Meeting

· Factory Acceptance Test

· Installation for the Test Control Sequencer

· Verification Readiness Review

· Functional Configuration Audit

· Site Acceptance Test

· Physical Configuration Audit

· On-site system orientation/training

2.3 Data Deliverables

Tangible or intangible data items produced as a result of the work performed, and their anticipated delivery date, method of delivery, format, and quantity.

Data Deliverables shall (at a minimum) include the following:

· Milestone Review deliverables as detailed in Attachment 1 to include, but not limited to, Preliminary Design Review and Approval, Critical Design Review and Approval, Final Design Submission and Approval

· Additional Deliverables shall include, but not limited to

· Design Drawings

· Installation Drawings and Instructions

· System Interface Diagrams

· Detailed Assembly Drawings

· Detailed Electrical Drawings

· Source Code Functional Descriptions

· Software Functional Specifications

· Factory Acceptance Test Plan

· Commissioning Plan

· Repair Reports

· Software Packages and Licenses

· Commented Source Code

· HMI Screens and Depictions

· O&M Life Cycle Cost Analysis

· Bill of Material

· Failures Modes & Effects Analysis (FMEA)

· Critical Spares and Special Tools List

2.4 Data Rights

The Government shall receive five-year Government Purpose Rights to all technical data and drawings (i.e., data deliverables) produced throughout the completion of the project. Rights will become Unlimited upon expiration.

2.5 Training

The Government shall receive on-site orientation, training, and all required training materials for all new equipment and systems. Training will be recorded by the Government for future use.

3. Quality Control Plan (QCP) The contract shall define the development and maintenance of a quality control plan to ensure the requirements are met in accordance with the SOW. This shall include the development and implementation of procedures to meet milestones and to ensure appropriate corrective action is taken when milestones are not met.

4. Program Management Objective Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see SOO Attachment 1 - Performance Parameters). Clear government visibility into the schedule, performance, and risks shall be maintained.
