About this file
This is a Statement of Objectives (SOO) Attachment detailing the performance parameters for the modernization of the J-6 Test Control Sequencer system at Arnold Air Force Base. The scope encompasses design, analysis, procurement, fabrication, installation, commissioning, and verification of a complete Test Control Sequencer replacement, including all enclosures, field IO junction boxes, countdown displays, workstations, and operator panels. The software scope includes the local Human Machine Interface (HMI), source code, Real-Time Controller code compilation, and all verification and validation activities. General requirements mandate compliance with AEDC Engineering and Safety Standards, National Electrical Code (NFPA 70), and NEMA standards; all new drawings and documentation become Government property; and critical spares must be provided at a minimum 10 percent of installed system inventory.
The technical requirements specify that the sequencer utilize National Instruments (NI) PXI chassis with modules, source code written in ANSI C, dual Windows 11 Secure Host Baseline workstations (one in J6 Control Room, one in Local Electronics Building), multimode fiber for inter-building interfaces, and integration with the AEDC Data System via 5565-type Reflective Memory cards. The contractor must provide three remote HMI displays and seven countdown time displays for the control room rack, accommodate up to 140 editable software routines, and implement programmable setpoint function generators, limit monitoring functions, parallel sequencing capabilities, and diagnostic displays. Additional requirements address maintenance and accessibility standards for fluid systems, valve instrumentation, conduit routing, and equipment clearances. Execution requirements include formal outage coordination with minimum 15-working-day notice for outages of three days or less and 40-working-day notice for longer outages, with all systems fully operational post-outage and damage repairs required to match original conditions.
