The Government intends to award a single contract for Modeling, Simulation, and Analysis (MS&A) for Space and Cyberspace Capabilities (MSCC) Support, to be performed at Peterson Air Force Base, Colorado Springs. Services required by the MSCC contract includes assisting HQ AFSPC/A9XY and HQ AFSPC/A3Z in the development/modification of MS&A and decision support tools as well as the analysis of space and cyberspace capabilities that provide tactical, operational, and strategic level support to meet military and national objectives as required by the Performance Work Statement (PWS).


The anticipated contract period of performance includes a 54 day phase-in period to included in a core contract period consisting of a 5 year period of performance, and the potential of not more than 6 months extension under the authority of FAR 52.217-8 Option to Extend Services. Total performance period including phase-in, including full contract performance, and maximum allowable extension under FAR 52.217-8, is 5 years and 6 months.


This is a best-value source selection conducted in accordance with (IAW) FAR 15.3, as supplemented by DFARS 215.3, AFFARS 5315.3, which will result in the award of a single hybrid consisting of Firm Fixed Price, Cost-Plus-Fixed-Fee, and Cost Reimbursable, and not-separately priced contract line items.


Offerors must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov.


Proposals must be received by the 21st Contracting Squadron, LGCCB, Building 350, 135 Dover Street, Ste. 2225, Peterson AFB, CO 80914-1055, not later than 10:00 AM Mountain Daylight time, on Tuesday, 5 September 2017. See the RFP for Proposal Delivery instructions. Proposals received after the specified date and time for delivery shall be considered late. Late deliveries will be handled IAW paragraph (c)(3) of FAR 52.215-1, Instructions to Offerors-Competitive Acquisition.
Final questions and answers received by the deadline due date of 1 August 2017 are provided with the posting of this amended RFP. Any late question submittals received after that date were reviewed thoroughly and those that drove a change to the Amended RFP have been addressed within the RFP. For those questions received late that did not drive a change to the RFP, they have been considered and not addressed in the Q&As if they did not drive a change to the RFP due to the lateness of submission. Be advised that where questions drove changes to attachments, the government is providing those specific attachments along with the Amended RFP only, and not the entire package. All other unchanged attachments remain in full force and applicable.

Added: Jun 07, 2017 12:15 pm Attached are the latest Q&As received in response to the 25 April 2017 posting of the DRAFT RFP for FA2517-17-R-7003, Modeling Simulation and Analysis for Space and Cyberspace Capabilities (MSCC) requirement.

The Final RFP release has tentatively been rescheduled for posting, the week of 18 June 2017. In advance preparation for the release of the final RFP, Offerors intending to propose to the MSCC requirement are required to submit a DD2345, Militarily Critical Technical Data Agreement, request form in order to access the Bidder's Library in FBO. The forms are provided in the list of attachments in FBO. The Bidder's Library will be made available not later than the intended final RFP release date.


Offerors may download the required FAQ and Answers, DD2345 form, checklist, requirements and instructions, and FOUO guidance here. Complete the DD2345 form and process according to instructions given in the FAQ and Answers pdf. Your submittal of the DD2345 must be complete and submitted immediately if not already done so, to the address provided in the FAQ and Answers for Form DD2345 pdf.


No further questions concerning the draft RFP will be addressed following this posting of Q&As. Offerors will be allowed five (5) business days to submit any additional questions following the FINAL RFP release.  All questions submitted must not have been previously addressed in other Q&A formats posted here on FBO and must pertain to the FINAL RFP provided.

In advance preparation for the release of the final RFP, contractors intending to propose to the Modeling, Simulation, and Analysis (Ms&A) For Space And Cyberspace Capabilities (MSCC) acquisition, the following information is being provided as a correction to misinformation given at Industry Day and within one-on-one meetings subsequently held to Industry Day in regard to the rule of meeting subcontracting requirements:



CORRECTION:


In accordance with FAR 19.508(e) or FAR 19.811-3(e), FAR 52.219-14 is applicable to this requirement. Section 52.219-14(c)(1) states, Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.


Also provided herein, are the latest Q&A responses. Any additional questions concerning the draft RFP are to be submitted in writing to Steve Wells, Contracting Officer with a cc: to both Gina Garcia and Chris Tucker, Contract Specialists. Q&As will be answered and posted to the FBO website up to the issuance of the formal solicitation, anticipated to be published on or shortly thereafter 7 June 2017.

An MSCC Industry Day will be held on Monday, 3 April 2017, at 0830hrs in the Peterson AFB, CO Bldg One Auditorium (HQ/AFSPC).  Interested parties may attend with no more than five individuals per team.  One-on-One (one hour) meetings with the Government source selection team may be scheduled in advance with Mr. Chris Tucker at 719-556-7858, or by e-mail to chris.tucker@us.af.mil.  Questions concerning MSCC shall be submitted in writing, and will be answered and posted to the FBO website up to the issuance of the formal solicitation, anticipated o/a 5 June 2017.
