About this opportunity

The U.S. Geological Survey seeks procurement of two mobile surveillance security trailer systems, including installation, monitoring, maintenance, and support services for the Washington Water Science Center Field Services Facility in Lakewood, Washington, with quotations due August 17, 2026. This is a Total Small Business set-aside.

Place of performance is 8914 Lakeview Avenue SW, Lakewood, WA 98499. The facility encompasses approximately 150,000 square feet with two primary structures: Building 20 (Warehouse, 14,760 sq ft) and Building 22 (Repair Shop, 5,494 sq ft). Both systems must be fully delivered, installed, configured, tested, and ready for Government acceptance within 10 calendar days of contract award.

Technical requirements mandate contractor-owned, fully autonomous systems that do not rely on Government network or power infrastructure. Systems must be solar-powered with integrated battery backup for overnight and extended low-sunlight operation; generator-powered backup is permitted if fully self-contained and contractor-supplied. Camera specifications include 360-degree panoramic coverage with minimum 4K Ultra HD resolution, infrared illumination range of at least 330 feet, human detection analytics to 325 feet, 180-degree horizontal field of view, real-time alerts, cloud-based storage for minimum 90 consecutive days, two-way audio, integrated strobe and flood lighting, and perimeter breach detection. All data must be stored within the United States with multi-factor authentication and role-based access controls; the contractor must permanently delete Government data upon completion. Continuous 24/7/365 surveillance with live monitoring during non-business hours is required. The contractor must provide replacement units if any unit becomes non-operational for more than 72 consecutive hours.

The contract is firm-fixed-price with a base year (August 24, 2026 to August 23, 2027) and one optional year. Monthly monitoring services, maintenance, cloud storage, communications, and technical support are included in one fixed monthly or annual price; equipment removal is included in the quoted price. Contractor liability insurance must be $100,000 per person / $500,000 per occurrence / $100,000 property damage. Evaluation weighs technical capability, relevant experience with mobile surveillance and remote monitoring, past performance (minimum three references from the past five years), and price, with non-price factors significantly more important than price. NAICS code is 561621, Security Systems Services; PSC is N063, Installation of Equipment—Alarm, Signal, and Security Detection Systems. Amendments 0001 through 0004 permit flexible multi-camera configurations, subcontractor past performance evaluation, generator-powered backup solutions, and clarify "contractor-owned" equipment may be obtained through lease, rental, or equipment-provider arrangements provided the prime contractor maintains full responsibility and control.
