Statement of Work for Mobile Surveillance Security Systems

This Statement of Work describes the Government's requirement for two contractor-owned mobile surveillance security trailer units to be delivered, installed, configured, tested, maintained, monitored, and removed under a rental/lease service agreement at the Washington Water Science Center (WAWSC) Field Services Facility located at 8914 Lakeview Avenue SW, Lakewood, WA 98499. The facility encompasses approximately 150,000 square feet with two primary structures: Building 20 (Warehouse, ~14,760 sq ft) and Building 22 (Repair Shop, ~5,494 sq ft). The mobile surveillance systems must provide autonomous, temporary security capability monitoring facility access points, building entrances, vehicle bays, perimeter areas, and critical access points as identified on the provided site map with green coverage zones. All equipment, communications capability, monitoring services, maintenance, cloud storage, software access, and technical support must be contractor-provided. Monthly monitoring services, maintenance, cloud storage, communications, and technical support shall be included in one fixed monthly or annual price, with equipment removal included in the quoted price.

The technical requirements mandate fully self-autonomous systems that do not rely on USGS network or internet infrastructure. Systems must be solar-powered with integrated battery backup capable of continuous overnight operation and extended low-sunlight periods, with generator-powered and fuel-powered backup solutions explicitly prohibited. Camera specifications include 360-degree panoramic coverage, minimum 4K Ultra HD optical stream resolution, infrared illumination range of at least 330 feet, human detection analytics range of at least 325 feet, horizontal field of view of at least 180 degrees, and ability to detect facility perimeter breaches. Systems must provide real-time alerts, customizable notifications, cloud-based image and video storage for minimum 90 days, secure remote access via smartphone and/or laptop, integrated strobe and flood lighting for deterrence, and two-way audio capability. Continuous 24/7/365 surveillance system availability with live monitoring during non-business hours by the Contractor or authorized third-party provider is required, along with AI-assisted detection systems and defined escalation procedures for law enforcement notification. Data security requirements include role-based access controls, multi-factor authentication for all system and cloud portal access, storage within the United States, exportable footage in standard formats, and permanent deletion of Government data at contract completion. The Contractor must provide training to 1-3 Government personnel covering system operation, controls, footage access, alert management, and basic troubleshooting, which may be conducted in-person or virtually. Installation, testing, and acceptance must occur before recurring charges begin, with contractor-provided replacement units required if any unit becomes non-operational for more than 72 consecutive hours. The Contractor shall define expected system uptime and response times for emergency and routine maintenance as part of the technical proposal.
