Technical requirements include 360-degree panoramic camera coverage with minimum 4K Ultra HD resolution, infrared illumination range of at least 330 feet, human detection analytics capability to 325 feet, two-way audio communication, integrated strobe and flood lighting, cloud-based storage for minimum 90 days, and multi-factor authentication for system access. The contractor must provide continuous 24/7/365 surveillance availability with live monitoring during non-business hours by the contractor or authorized third-party provider, real-time alerts to designated personnel, and coordinated law enforcement notification per an approved Monitoring and Escalation Plan. Additional deliverables include training for 1-3 Government personnel, technical support with defined response times, replacement unit provision if non-operational for more than 72 consecutive hours, and complete removal of contractor-owned equipment at contract completion. Invoicing may be submitted monthly in arrears following completion and acceptance of services performed. Monthly monitoring services, maintenance, cloud storage, communications, and technical support shall be included in one fixed monthly or annual price. All data must be stored within the United States and permanently deleted at contract completion. The Government will evaluate quotations based on technical capability, relevant experience, past performance (minimum three references from the past five years), and price, with non-price factors significantly more important than price.

STATEMENT OF WORK
1.0 Background and Objective
Due to break-in events at the Washington Water Science Center Field Services Facility, the Government requires an interim mobile surveillance security solution to enhance site security, protect Federal property, and prevent further damage, theft, or unauthorized access until permanent security infrastructure is fully operational.
2.0 Location and Site Description
The WAWSC Field Services Facility is located at 8914 Lakeview Avenue SW, Lakewood, WA 98499. The property encompasses approximately 150,000 square feet within a fully fenced perimeter. Primary structures include Building 20 – Warehouse, approximately 14,760 square feet, and Building 22 – Repair
Shop, approximately 5,494 square feet.
The preferred coverage zones are identified on the attached site image/map. The image identifies the facility perimeter in red and the preferred coverage zones in green, covering all vehicle bays, staging areas, building doors, and access bays.

3.0 Scope of Work
The Contractor shall provide, deliver, install, configure, test, maintain, monitor, and remove two contractor-owned mobile surveillance security trailer units under a rental/lease service agreement. The systems shall provide an autonomous, temporary security capability for monitoring facility access points, building entrances, vehicle bays, perimeter areas, and other critical access points identified by the
Government.
The Contractor shall provide all equipment, communications capability, monitoring services, maintenance, cloud storage, software access, and technical support necessary for full system operation throughout the period of performance.
Monthly monitoring services, maintenance, cloud storage, communications, and technical support shall be included in one fixed monthly or annual price.
Removal of all contractor-owned equipment at the end of the contract period shall be included in the quoted price.
4.0 Contractor Responsibilities
• Deliver two mobile surveillance security trailer units to the WAWSC Field Services Facility.
• Install and position each unit to support monitoring of building entrances, vehicle bays, perimeter areas, and other critical access points.
• Configure, test, and demonstrate full system functionality before Government acceptance.
• Provide remote monitoring services by the Contractor or an authorized third-party monitoring provider, being able to contact authorities and Government personnel according to monitoring plan schedule.
• Provide maintenance and technical support throughout the period of performance.
• Provide training to designated Government personnel.
• Remove contractor-owned equipment at contract completion, if applicable.
Offerors shall describe their proposed approach for placement and positioning of the mobile surveillance trailer units to effectively monitor building entrances, vehicle bays, perimeter areas, and other critical access points. Offerors shall also indicate whether they recommend a pre-award or post-award site survey to validate placement locations, visibility, power autonomy, and communications coverage.
5.0 Technical Requirements
5.1 System Autonomy
Each unit shall be fully self-autonomous and shall not rely on USGS network or internet infrastructure.
The Contractor shall provide all equipment, communication capability, software access, and support necessary for system operation.
The mobile surveillance trailer units shall be solar-powered and capable of continuous operation without
Government-provided power.

Each unit shall include integrated battery backup capability sufficient to maintain full overnight operation and continued operation during extended periods of low sunlight or limited solar charging conditions.
Generator-powered systems and fuel-powered backup solutions are not permitted.
5.2 Camera and Imaging Requirements
The following camera and imaging specifications are minimum mandatory requirements:
• 360-degree panoramic camera coverage.
• Minimum 4K Ultra HD optical stream resolution.
• Infrared illumination range of at least 330 feet.
• Human detection analytics range of at least 325 feet.
• High-resolution horizontal field of view of at least 180 degrees.
• Secondary horizontal field of view of approximately 58 degrees, as applicable.
• Ability to identify and detect breaches along the facility perimeter.
• Real-time alert and customizable notification capability.
• Cloud-based image and video storage accessible for a minimum of 90 days.
• Secure remote system access and control from smartphone and/or laptop devices.
• Integrated strobe lighting and flood lighting for deterrence purposes.
• Surveillance monitoring services provided by the Contractor or an authorized third-party monitoring provider.
Offerors may propose an equivalent technical solution provided the proposed system meets or exceeds the intended surveillance, monitoring, and security performance requirements identified in this
Statement of Work.
5.3 Security and Deterrence Features
• Two-way audio communication/speaker capability to be used by USGS personnel and the monitoring provider.
• Integrated strobe lighting and flood lighting for deterrence purposes.
• Ability to detect and identify perimeter breaches.
5.4 Connectivity
The system shall not depend on Government network infrastructure. Offerors shall be responsible for proposing a communication method capable of supporting system operation, remote access, alerts, and monitoring.

Offerors shall describe the proposed communication and connectivity method for the surveillance systems, such as cellular, satellite, radio, or other contractor-provided network solutions. Offerors shall also describe how continuous system connectivity and monitoring capability will be maintained in the event of inadequate signal strength, communications disruption, or limited network coverage at the site.
6.0 Monitoring and Alert Requirements
The Contractor shall provide continuous surveillance system availability and real-time alerting capability on a 24/7/365 basis. The system shall be capable of generating automated alerts and notifications to always designated Government personnel and authorized responders, including after-hours, weekends, and Federal holidays.
Live monitoring by Contractor personnel or an authorized third-party monitoring provider is required during non-business hours, including after-hours, weekends, and Federal holidays, to ensure continuous situational awareness and timely law enforcement response to security events occurring outside standard Government operating hours. During standard business hours, the system shall remain fully operational with automated alerting and notification capability.
Monitoring shall include a combination of live human monitoring and AI-assisted and/or event-based detection systems.
The Contractor shall identify and propose standard response times following detection and verification of a potential security event, including escalation timelines for notification of designated Government personnel and local law enforcement or emergency responders.
The Contractor or authorized third-party monitoring center shall be responsible for contacting local law enforcement and/or emergency responders in accordance with the approved Monitoring and Escalation
Plan. The escalation path shall be defined by the Contractor and subject to Government approval prior to implementation.
Offerors shall describe their procedures for verifying potential threats prior to notifying law enforcement or Government personnel, including methods for minimizing false alarms and nuisance alerts while maintaining timely response to credible threats. Repeated false alarms attributable to system malfunction, improper configuration, or monitoring deficiencies shall require corrective action by the
Contractor to restore reliable system performance.
7.0 Law Enforcement / Emergency Notification
The system shall support real-time alerts and notifications to designated USGS personnel and, when authorized and appropriate, local law enforcement or emergency responders.
Government points of contact for emergency notification, after-hours escalation, and system administration will be provided upon contract award.
Offerors shall describe their proposed law enforcement or emergency notification process, including escalation procedures, event verification, and communication with designated Government personnel.

USGS approval is not required prior to the monitoring provider contacting local law enforcement;
however, notification and escalation procedures shall be governed by the approved Monitoring Plan, including any defined hours of operation, escalation thresholds, and response protocols. The monitoring provider shall follow the established plan for determining when immediate law enforcement contact is authorized.
8.0 Data, Access, and Security Requirements
• Real-time alerts and customizable notifications.
• Cloud-based storage of images and video recordings.
• Minimum data retention period of 90 days.
• Secure access to system controls and footage via smartphone and/or laptop.
• Access to live and recorded footage for authorized Government personnel.
Access to footage shall be limited to WAWSC-authorized personnel only and shall be managed through role-based access controls.
Multi-factor authentication (MFA) shall be required for all system and cloud portal access.
All data shall be stored within the United States.
Footage and associated data shall be exportable and downloadable by USGS/WAWSC in standard, widely used formats as supported by the system (no specific format requirement is defined).
At contract completion, all Government data shall be permanently deleted from cloud and contractor equipment.
The Contractor shall comply with all applicable privacy, labor, visitor notification, and signage requirements related to audio and video recording systems.
9.0 Training Requirements
The Contractor shall provide training to designated USGS personnel covering system operation and controls, access to live and recorded footage, notification and alert management, and basic troubleshooting procedures.
Training shall be provided for approximately 1 to 3 Government personnel.
Training may be conducted either in-person or virtually, at the Contractor’s discretion.
No specific training duration is defined. The Contractor shall provide training sufficient to ensure designated personnel can effectively operate and manage the system, including access to system features and alert functions. Training materials and/or user guides shall be provided as part of the training package.
Training is not required to occur prior to Government acceptance of the installed systems and may be scheduled before or shortly after acceptance, as coordinated with the Government.

10.0 Installation, Testing, and Acceptance
The Contractor shall install, configure, and test the systems and shall demonstrate functionality to the
Government before final acceptance.
Government inspection and acceptance shall occur after delivery, installation, and system configuration are complete.
The Contractor shall demonstrate that each mobile surveillance unit is fully operational and capable of performing the required functions identified in this Statement of Work, including:
• Camera operation and required field of view coverage.
• Remote system access by authorized Government personnel.
• Real-time alert and notification functionality.
• Recording and cloud-storage capability.
• Monitoring connectivity and communications capability.
• Operation of deterrence features, including lighting and audio systems.
The Government will inspect the systems to verify functionality and compliance with contract requirements. Any deficiencies identified during inspection or operational testing shall be corrected by the Contractor prior to Government acceptance.
Recurring monitoring or service charges shall not begin until the Government has completed inspection and formally accepted the installed systems.
The Contractor shall maintain the systems in operational condition throughout the period of performance. Continued payment for recurring monitoring services is contingent upon continued system functionality and performance in accordance with the contract requirements.
11.0 Maintenance and Technical Support
The Contractor shall provide maintenance and technical support necessary to keep the systems operational throughout the period of performance.
Offerors shall state their expected system availability (uptime) as part of their technical proposal.
Offerors shall describe their capability to respond promptly to maintenance requests, including emergency and routine support, and shall define their standard response times.
If a mobile surveillance trailer unit becomes non-operational for more than 72 consecutive hours, the
Contractor shall provide a replacement unit or equivalent temporary solution to ensure continuous surveillance coverage at the facility.

13.0 Government Responsibilities
• Provide access to the facility for delivery, installation, testing, maintenance, training, and removal.
• Identify Government points of contact for system access, alert notification, and emergency escalation.
• Review and approve final trailer placement after installation or site survey.
• Provide available site information, including facility maps, preferred coverage areas, gate locations, and known access constraints.
• Provide physical support as needed for project execution, including escort access, gate entry coordination, designated staging areas, and parking locations for equipment installation and maintenance activities. The Government will also support Contractor activities in accordance with applicable facility restrictions and security requirements.
END STATEMENT OF WORK
LOCAL / AGENCY CLAUSES AND PROVISIONS
DOI-AAAP-0028 V4 Electronic Invoicing and Payment Requirements - Internet Payment Platform
(IPP) (February 2021) Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or clause 52.212-4 included in commercial product and commercial service contracts.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: None.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact listed in SAM will receive enrollment instructions. Contractor assistance with enrollment may be obtained from the IPP Production Helpdesk.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its quotation.
DIAR 1428.301 Liability Insurance - Department of the Interior (July 1996)
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of insurance shall be not less than:
$100,000 each person; $500,000 each occurrence; and $100,000 property damage.
(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days before cancellation, termination, or modification that may adversely affect the Government. The certificate shall identify the contract number, Contracting Officer, insured, policy number, and contract services. The Contractor shall furnish an acceptable insurance certificate before beginning work.

a) The performance required herein shall be subject to the technical clarification of the Technical Liaison (TL) as identified below. As used herein, "technical clarification" is defined as communication to help the contractor fully understand the requirements.
(b) The Technical Liaison is not delegated any Contracting Officer’s Representative responsibilities.
(c) The Technical Liaison may not modify the requirements in any way. All modifications must be authorized by the Contracting Officer.
(d) The contractor shall immediately notify the Contracting Officer, in writing, if they believe the Technical Liaison is directing work outside the requirements of this contract. The contractor may not be reimbursed for any work outside the requirements of this contract.

GS1364 Nonpersonal Services and Supervision of Contractor’s Employees (September 2017)
a. This contract is a “nonpersonal services contract” as defined in FAR 37.101. It is therefore understood and agreed that the contractor and/or the contractor’s employees:
(1) shall perform the services specified herein as independent contractors, not as employees of the Government;
(2) shall request clarification in writing from the Contracting Officer if the Contractor finds it necessary with respect to the scope of services to be performed or the manner in which the services are to be performed hereunder;
(3) shall be responsible for their own management and administration of the work required and bear sole responsibility for complying with any and all technical, schedule, or financial requirements or constraints attendant to the performance of this contract;
(4) shall be free from supervision, direction, or control by any Government employee with respect to the manner or method of performance of the services specified; but
(5) shall comply with such general direction of the Contracting Officer (or the duly authorized representative), pursuant to the Government’s right and obligation to inspect, accept, or reject the work, as is necessary to ensure accomplishment of the contract objectives;
(6) shall not at any time during the contract period be employees of the U.S. Government.
b. The contractor's employees and subcontractors must make clear, in dealings with the public, Federal employees, or other contractors, that they are not Federal employees. To minimize possible confusion, contractors and subcontractors are not permitted to wear clothing or other items (apart from official identity credentials) bearing the name, logo, or seal of the U.S. Geological Survey while performing work under this contract.
GS1131 Unilateral Deobligation of Unexpended Funds (May 2013) The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since expiration of the performance period, the Government reserves the right to issue a unilateral modification deobligating any unexpended funds and to initiate closeout procedures.

GS1346 Compliance with Occupational Safety and Health Act - Government-Owned (April 2003) Performance of work hereunder shall comply with the Occupational Safety and Health Act of 1970, as amended. If Government-furnished facilities or equipment do not conform to OSHA standards, the Contractor shall notify the Contracting Officer in writing and recommend corrective action.
GS1348 Accident Reporting (April 2003) If an accident occurs on Government-controlled facilities, a report shall be provided to the Contracting Officer’s Representative and the Contracting Officer within 48 hours. An accident is an event causing injury, illness, or loss of or damage to Government-owned or private property. The Contractor shall cooperate with any ensuing Government accident investigation.

GS2115 Independent Review of Protests to the Agency (May 2024) - SOLICITATION PROVISION Interested parties may request an independent review at a level above the Contracting Officer of protests filed directly with the agency. This review is available as an appeal of the Contracting Officer’s response. Requests shall be submitted to the chief of the acquisition office issuing the solicitation, who will designate the reviewing official(s).
NOTE: GS0231 Technical Liaison is not included. It may be used only if the Contracting Officer determines that complexity and performance risk are sufficiently low that a COR is unnecessary. GS2125 Information and Communications Technology (ICT) – Compliance with Section 508 Accessibility Standards
(a) Contractors should indicate in quotations/proposals whether offered ICT items comply with the accessibility standards of 36 CFR part 1194 which are cited in the specifications or work statement. (See www.section508.gov for full text of the standards.)
(b) Contractors are requested to provide a VPAT™ (https://www.section508.gov/sell/vpat/) for each ICT item.
(c) Only offers/quotes proposing to provide a technically acceptable solution within the Government’s required delivery or performance dates will be further evaluated for Section 508 compliance. Compliance with applicable 508 standards is not scored as an evaluation factor, nor is it traded off against other technical factors.
(d) Award on ICT items which do not comply with one or more of the applicable standards may be made only in accordance with FAR 39.2.
(e) Between multiple, technically acceptable proposals offering 508-compliant solutions, award will be made based on evaluation and award factors described elsewhere in this solicitation and in accordance with FAR 39.2.

52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021) [DEVIATION]
(a) Evaluation Factors The Government will award a contract resulting from this solicitation to the responsible Offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors will be used to evaluate quotations:
(1) Technical Capability. The Government will evaluate the Offeror’s demonstrated ability to provide mobile surveillance security trailer systems and associated monitoring services meeting the Statement of Work. The quotation shall address system autonomy, camera and imaging capability, connectivity, monitoring approach, alert and response procedures, cloud storage and data security, maintenance and technical support, training, installation, testing, acceptance, and equipment removal.
(2) Experience. The Government will evaluate recent and relevant experience providing mobile surveillance trailer systems, remote monitoring services, cloud-based video storage, security response services, or similar work.
(3) Past Performance. The Government will evaluate the quality and relevance of recent similar past performance.
Offerors shall provide at least three references for work performed within the last five years, if available.
(4) Price. The Government will evaluate the total evaluated price for the base period and the priced option period.
Price will be evaluated for reasonableness.
Evaluation factors other than price, when combined, are significantly more important than price.
(b) Options. The Government will evaluate quotations for award by adding the total price for the option period to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise them.
(c) Notice of Award. A written notice of award or acceptance furnished to the successful Offeror within the acceptance period specified in the quotation will result in a binding contract without further action by either party.

Instructions to Offerors
1 Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary Product
Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat. Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work
Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative.
All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT
Item. Provide a description of the evaluation methods used to support Section
508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed
ICT items to validate Section 508 conformance claims made in the ACR.

Acceptance Criteria
1 Prior to acceptance, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the offeror represent an inaccurate level of conformance than what is actually delivered to the agency, the government shall, at its option, require the offeror to remediate the delivered item to align with the required Section 508 conformance claims prior to acceptance.
