About this file
This is Amendment 0004 to solicitation 140G0326Q0128, issued by USGS OAG Sacramento Acquisition Branch on August 6, 2026, with an effective date of August 6, 2026. The amendment revises auxiliary power requirements and clarifies cloud-based video and image retention specifications for a two-year period of performance from August 24, 2026 to August 23, 2028. The amendment modifies Section 5.1 (System Autonomy) to permit generator-powered systems and fuel-powered auxiliary or backup power solutions, provided the system remains fully self-contained and does not require Government-provided power or fuel, with the contractor responsible for all fuel, maintenance, servicing, and support. The amendment also revises Section 8.0 (Data, Access, and Security Requirements) and Section 12.0 (Deliverables) to clarify that cloud-based image and video retention requires a minimum of 90 consecutive days of cloud-accessible retention, with storage optimization methods including reduced resolution, frame rate, or bitrate acceptable for older footage provided retained footage remains sufficiently clear and usable for incident review and identification. Additional requirements specify that WAWSC retains ownership of all data generated, role-based access controls with multi-factor authentication are required, all data must be stored within the United States and be accessible and exportable in standard formats, and the contractor must permanently delete Government data upon contract completion with written confirmation. Offers must acknowledge receipt of this amendment prior to the deadline specified in the solicitation by completing and returning the solicitation documents, acknowledging receipt on offer copies, or by separate letter or electronic communication referencing the solicitation and amendment numbers.
