About this opportunity
The Department of the Army Florida Army National Guard seeks demolition of one mobile office unit (70 feet × 30 feet) at FMS 11, 9902 Normandy Boulevard, Jacksonville, Florida, with proposals due September 11, 2026, at 5:00 PM local time. This procurement is set aside 100 percent for Women-Owned Small Businesses.
Performance is scheduled October 1 through October 31, 2026. Work includes structural demolition and separation of the unit, debris processing and haul-away to a certified facility, and final site cleanup including sweeping, raking, and removal of remaining materials and fasteners. The concrete slab foundation must remain in place. The Government will disconnect and cap electrical, water, and sewer services prior to contractor mobilization; the contractor is responsible for obtaining a demolition permit from the City of Jacksonville and providing dumpsters, hauling, and tipping fees. All EPA Section 608 refrigerant recovery requirements for HVAC units are the contractor's responsibility. Asbestos abatement, if discovered, will be handled through a separate government modification.
The NAICS code is 238910, Site Preparation Contractors; the PSC code is P400, Salvage – Demolition of Buildings. The small business size standard is 19 million dollars. Award will be made on price alone to the apparent lowest-price quote acceptable to the Performance Work Statement. The Government reserves the right to award without discussion. A non-mandatory site visit is scheduled for September 9, 2026, at 10:00 AM. Contractor personnel require company badges and must comply with CMMC at Final Level 1 (Self-assessment). Electronic invoicing is required through Wide Area Workflow. The Service Contract Act wage determination 2015-4539 (effective May 13, 2026) applies to the contract.

PERFORMANCE WORK STATEMENT
Mobile Office Demolition
1.0 Objective
The primary objective of this project is to safely and completely demolish one specified unit, process and remove all materials and debris from the site, and install safety cones, caution tape and decals.
2.0 Scope of Work
This project will be executed in three (3) distinct phases:
Phase 1: Structural Demolition and Separation Systematically dismantle and demolish one (1) unit located on the property. Work includes structural tear down and careful separation of components. All necessary tools and equipment will be utilized to safely deconstruct the units in a controlled manner, mitigating risk to surrounding property and personnel.
Phase 2: Debris Processing and Haul-Away All debris, rubble, and waste generated from the demolition of both units will be collected and loaded into a designated roll-off dumpster. Once loaded, the dumpster containing all general demolition debris and the prepared steel sections will be hauled away from the property for proper disposal and/or recycling at a certified facility.
Phase 3: Final Site Cleanup Upon removal of all large debris, a comprehensive cleanup of the entire work area will be performed.
