About this file

This is a Questions and Answers document for federal contract W911YN-26-Q-A024, addressing inquiries related to the demolition of a mobile office unit measuring 70 feet by 30 feet (double wide). The document clarifies scope, responsibilities, and operational requirements for prospective quoters.

The demolition scope includes the mobile unit itself, exterior steel stairs and landing, steel ADA ramp, skirting, concrete/block pier foundation, two through-wall air conditioning units, and remaining interior furnishings and equipment. The concrete slab foundation must remain in place. The Government will handle disconnection and capping of electrical, water, and sewer services prior to contractor mobilization. The contractor is responsible for providing dumpsters, hauling, and tipping fees. Asbestos abatement, if discovered, will be addressed through a separate government modification; contractors should not include it in their quotes. All EPA Section 608 refrigerant recovery requirements for HVAC units are the contractor's responsibility. Site restoration requires only that ground be relatively flat after demolition, with no major grading, fill, or seeding needed. Working hours are Monday-Friday 0700-1630 hours (0700-1530 on Fridays of long weeks), with an alternate schedule providing every other Monday off. Contractor personnel require company badges. A demolition permit must be obtained by contacting the City of Jacksonville. The solicitation requires CMMC compliance at Final Level 1 (Self-assessment). Decal specifications will be provided by the Government after contract award. The Government will provide staging space in the motor pool for equipment and containers.

2. Question: Does the Government hold an existing asbestos survey or hazardous materials assessment for this unit?

Answer: It has never been surveyed for asbestos.

3. Question: If asbestos-containing material is identified, will abatement be handled by separate action, or should quoters include it Answer: Do not include in quote. If asbestos is found, a modification will be issued to address it.

4. Question: The PWS describes demolition of the unit itself but does not address several items visible in the site photographs. Please confirm whether the following are included in CLIN 0001:

a. The exterior steel stairs and landing, and the steel ADA ramp

b. The skirting and the concrete/block pier foundation.

c. The two through-wall air conditioning units (if included, please confirm whether

EPA Section 608 refrigerant recovery is required).

b. Yes.

c. Yes, the HVAC units will need to be dealt with accordingly.

d. Everything pictured will also need to go with it (ramp, etc). Most of the furniture has already been taken out.

5. Question: Please confirm who is responsible for disconnecting and capping the electrical, water and sewer service to the unit, and whether that work must be complete before the contractor mobilizes.

Answer: The utilities are being taken care of by the Government.

6. Question: Is the concrete slab foundation required to be removed, or should it remain in place?

Answer: Remains in place.

7. Question: Please confirm who is responsible for providing the dumpsters, hauling, and tipping fees.

Answer: Contractor is responsible for providing the demo service needs to also provide this

11. Question: The two through-wall air conditioning units (if included, please confirm whether EPA Section 608 refrigerant recovery is required).

Answer: Contractor responsible for all EPA requirements.

12. Question: PWS paragraph 1.0 requires the installation of decals. Please specify the type, quantity, content and placement of the decals to be installed.

Answer: The Govt. does not have this information at this time. After award, the Govt.

Answer: The Govt. will make space in the motor pool for staging. As long as the ground is relatively flat after, there shouldn't be a need for anything major restoration wise.

14. Question: Please advise the authorized working hours and the installation access procedure for contractor personnel and equipment (badging, vehicle inspection, escort requirements), and whether the work may be performed on consecutive days.

Answer: We work on an alternate schedule (every other Monday off). Monday-Friday 0700-1630 (Friday on the long week 0700-1530). Requests beyond those scheduled hours need to submit request in advance to have someone present to let contractor enter.
