About this opportunity

The Fish and Wildlife Service seeks sealed offers for gravel road rehabilitation at Mingo National Wildlife Refuge in Puxico, Missouri, with proposals due July 22, 2026 at 12:00 PM Eastern time. The procurement is a total small business set-aside under the Lowest-Price Technically Acceptable (LPTA) evaluation method.

Place of performance includes four road segments totaling 8.35 miles: Redmill Drive Segment 1 (1.2 miles), Redmill Drive Segment 2 (2.1 miles), Redmill Drive Segment 3 (1.8 miles), and Sandblow Ridge Road (3.25 miles), all 14 feet wide. Work involves hauling and tailgate spreading 4 inches of 1-inch-minus aggregate across the entire road surface of all four segments. The estimated material requirement is approximately 1,370 tons per mile for uncompacted material or 1,740 tons per mile for compacted material. The contractor is responsible for providing all materials, equipment, and incidental costs and must repair any damage to existing gravel roads caused during the project. All equipment must be cleaned before and after site entry to prevent spread of noxious and invasive species. The government assumes responsibility for road closures, traffic control, and all grading, rolling, and compaction work after delivery.

The contract is firm fixed price with an estimated project magnitude between $100,000 and $250,000. Performance must begin within 10 calendar days of the Notice to Proceed and be completed by October 15, 2026. Bonding requirements are tiered: no bond for awards under $35,000; payment bond only for $35,000–$150,000; both performance and payment bonds at 100% of contract price for awards exceeding $150,000. No liquidated damages apply. The NAICS code is 237310, Highway, Street, and Bridge Construction; PSC is Z2LB. Prevailing wage rates apply under Missouri wage determination MO20260001. Questions must be submitted by July 9, 2026 at 12:00 PM Eastern to Sanford Carson at swcarson@ios.doi.gov. Amendment 002 extended the deadline from July 17 to July 22; offerors must acknowledge receipt of the amendment before submission.
