About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for Fish and Wildlife Service (FWS) under the General Services Administration (GSA). The amendment extends the quote submission deadline for Solicitation No. 140FGA26Q0041 to July 22, 2026 at 12:00 p.m. Eastern time, with a period of performance from August 1, 2026 to October 15, 2026. The contracting office is located at 5275 Leesburg Pike, Falls Church, VA 22041, with Sanford Carson as the named contracting officer.
The solicitation involves material delivery and road spreading services, specifically requiring tailgate spreading of aggregate material to a 4-inch depth along road surfaces. Contractors must estimate quantities based on approximately 1,370 tons per mile for uncompacted 1-inch minus material or 1,740 tons per mile if compacted. Material will be delivered loose and compacted by station personnel, with grading and rolling completed by Refuge staff. The government assumes responsibility for road closures and traffic control; no contractor flagging or signage is required. Bonding requirements follow federal thresholds: no bond for projects under $35,000; payment bond required (performance bond optional) for $35,000-$150,000; and both performance and payment bonds required at 100% of contract price for awards exceeding $150,000. No liquidated damages apply to this project, and labor rate reporting is not expected unless the award exceeds approximately $350,000. The project is not tax exempt. All other terms and conditions of the original solicitation remain unchanged.

eastern. A compiled list of vendor questions and corresponding Government answers will be issued concurrently with this amendment and included as an official attachment. All other terms and conditions of the solicitation remain unchanged.
Period of Performance: 08/01/2026 to
10/15/2026
Solicitation Clarifications and Requirements Material Spreading and Manipulation The solicitation specifies that tailgate spreading to a depth of 4 inches must be applied along the entire road surface. This requirement implies that additional material manipulation is necessary after the material leaves the delivery trucks. Typically, tailgate spreading alone does not provide an even coverage, and further manipulation is needed to achieve uniformity. Refuge staff will be working behind the deliveries to ensure the material is properly worked and distributed across the road.
Contouring and Drainage If material manipulation is required, spreading the material to match the existing contour of the road is considered sufficient. For example, if the road currently has a center crown for drainage, this crown will be preserved only to the extent that an additional 4 inches of material allows. If there is no existing crown or drainage feature, none will be created during the spreading process. As a result, the graded road may not provide drainage improvements beyond what already exists. Refuge staff will work the material to achieve the desired grades and slopes.
Road Closure and Traffic Control The solicitation states that the government will be responsible for road closures as needed.
This indicates that no flagging or signage will be required from the contractor during the execution of the award. Roads will be closed to traffic to facilitate the work.
Bonding Requirements The solicitation appears to be issued as a construction project rather than an order for supplies. While no performance bond requirement was found, clarification is provided as follows:
• $0–$35,000: No payment or performance bond required.
• $35,000–$150,000: Payment bond required; performance bond is not required unless the Contracting Officer decides otherwise.
• Above $150,000: Both performance and payment bonds are required, typically at 100% of the contract price.
Labor Rate Reporting Labor rates have been included. Assuming the award does not exceed the minimum threshold for required labor rate reporting (believed to be approximately $350,000), no labor rates paid reporting will be required. If labor rate reporting is required, details will be provided by the government regarding the type of reporting necessary for compliance verification.
• Service Contract Labor Standards (SCLS): No labor rate reporting is required unless specifically requested by the government. Contractors must follow the wage determination and maintain payroll records.
• Davis-Bacon Act (Construction): If applicable, certified payrolls (Form WH-347) and weekly statements of compliance are required.
• For this solicitation, no labor rate reporting is expected beyond standard compliance with the applicable wage determination. If reporting becomes necessary, the government will notify the contractor and provide the required forms and instructions.
Tax Status This project is not tax exempt.
Material Quantities and Compaction The estimated tons per mile provided in the solicitation are insufficient. For a 4-inch uncompacted layer, approximately 1,370 tons per mile are needed. If compacted, the requirement increases to about 1,740 tons per mile. Contractors should estimate the quantity of aggregate based on 4 inches of compacted 1-inch minus material.
The material is expected to be delivered loose and will be compacted by station personnel.
Grading and rolling of the rock after tailgating will be completed by Refuge staff. Any grading to the existing roadway prior to placing the 4-inch layer will also be handled by Refuge staff.
Liquidated Damages There are no liquidated damages for this project.
Bid Due Date The bid due date has been extended to July 22nd at 12 PM Eastern time.
