About this file
This document is a Solicitation Clarifications and Requirements document for a material spreading and road maintenance project. The contractor must deliver loose rock material at an estimated rate of 1,370 tons per mile to be spread to a depth of 4 inches along an entire road surface. The contractor is responsible for tailgate spreading delivery only; Refuge staff will handle all subsequent material manipulation, grading, rolling, and compaction work, as well as any grading to the existing roadway prior to material placement. The material will be spread to match the existing road contour, preserving existing drainage features only to the extent the additional 4-inch layer permits, with no new drainage improvements required. The government is responsible for all road closures and traffic control; the contractor is not required to provide flagging or signage.
Bonding requirements are tiered by contract value: contracts valued at $0–$35,000 require no bonding; $35,000–$150,000 require a payment bond only unless the Contracting Officer determines otherwise; contracts above $150,000 require both performance and payment bonds at 100% of contract price. Labor rate reporting is not expected if the award does not exceed approximately $350,000; if reporting becomes necessary, the government will provide notification and required forms. The project is not tax-exempt and incurs no liquidated damages. The bid due date has been extended to July 22 at 12 PM Eastern time.

Solicitation Clarifications and Requirements Material Spreading and Manipulation The solicitation specifies that tailgate spreading to a depth of 4 inches must be applied along the entire road surface. This requirement implies that additional material manipulation is necessary after the material leaves the delivery trucks. Typically, tailgate spreading alone does not provide an even coverage, and further manipulation is needed to achieve uniformity. Refuge staff will be working behind the deliveries to ensure the material is properly worked and distributed across the road.
Contouring and Drainage If material manipulation is required, spreading the material to match the existing contour of the road is considered sufficient. For example, if the road currently has a center crown for drainage, this crown will be preserved only to the extent that an additional 4 inches of material allows. If there is no existing crown or drainage feature, none will be created during the spreading process. As a result, the graded road may not provide drainage improvements beyond what already exists. Refuge staff will work the material to achieve the desired grades and slopes.
Road Closure and Traffic Control The solicitation states that the government will be responsible for road closures as needed.
This indicates that no flagging or signage will be required from the contractor during the execution of the award. Roads will be closed to traffic to facilitate the work.
Bonding Requirements The solicitation appears to be issued as a construction project rather than an order for supplies. While no performance bond requirement was found, clarification is provided as follows:
• $0–$35,000: No payment or performance bond required.
• $35,000–$150,000: Payment bond required; performance bond is not required unless the Contracting Officer decides otherwise.
• Above $150,000: Both performance and payment bonds are required, typically at 100% of the contract price.
Labor Rate Reporting Labor rates have been included. Assuming the award does not exceed the minimum threshold for required labor rate reporting (believed to be approximately $350,000), no labor rates paid reporting will be required. If labor rate reporting is required, details will be provided by the government regarding the type of reporting necessary for compliance verification.
• Service Contract Labor Standards (SCLS): No labor rate reporting is required unless specifically requested by the government. Contractors must follow the wage determination and maintain payroll records.
• Davis-Bacon Act (Construction): If applicable, certified payrolls (Form WH-347) and weekly statements of compliance are required.
• For this solicitation, no labor rate reporting is expected beyond standard compliance with the applicable wage determination. If reporting becomes necessary, the government will notify the contractor and provide the required forms and instructions.
Tax Status This project is not tax exempt.
Material Quantities and Compaction The estimated tons per mile provided in the solicitation will be 1,370 tons per mile.
The material is expected to be delivered loose and will be compacted by station personnel.
Grading and rolling of the rock after tailgating will be completed by Refuge staff. Any grading to the existing roadway prior to placing the 4-inch layer will also be handled by Refuge staff.
Liquidated Damages There are no liquidated damages for this project.
