About this opportunity
The Department of the Interior Fish and Wildlife Service seeks environmental contaminant sampling services at its Regional Sign Center in Winona, Minnesota, with proposals due July 6, 2026. This is a Total Small Business set-aside designated for Women-Owned Small Businesses (WOSB), firm-fixed price, with NAICS code 541620 and a size standard of $19 million.
Place of performance is two locations in Winona: the UMR NFWR Maintenance Compound (four buildings) at 3 Kansas Street and Michael's Lighting Building at 2 Kansas Street. The scope requires asbestos assessment survey, lead-based paint assessment survey, and Hazardous Material Survey across five buildings totaling approximately 35,688 square feet of developed property. Personnel conducting asbestos inspections must hold Minnesota Department of Health certification; personnel conducting lead inspections must be licensed as Lead Assessors or Inspectors by the Minnesota Department of Health. The contractor must identify accredited laboratories for analysis with applicable NVLAP certifications and provide two written reports plus electronic submission to the Station and Regional Environmental Compliance Coordinator, with detailed findings including photographs, building drawings, sample collection data, chain of custody forms, laboratory reports, and remediation cost estimates. Contractor assumes all liability for proper disposal of suspect materials and sampling debris.
The period of performance runs from July 10 through September 30, 2026, with a mandatory site visit on June 30, 2026 at 9:00 AM CST. The contractor shall provide all labor, supervision, materials, equipment, transportation, personal protective equipment, sample containers, and documentation in accordance with EPA, OSHA, and Minnesota Department of Health standards. Evaluation will be based on Best Value–Trade Off considering technical acceptability (pass/fail), past performance (three examples of similar work), and price. Quotes must include state asbestos inspector license, AHERA Building Inspector certification, proof of insurance, and company letterhead submission through Treasury's Invoice Processing Platform.
