About this file

This is a Pre-Acquisition Survey Report for the Region 3 Sign Center located in Winona, Minnesota, prepared by Mesa Applied Technologies, LLC for the U.S. Fish & Wildlife Service on July 7, 2005. The survey was conducted to assess site-specific environmental hazards at the facility.

The survey encompassed historical information review, geophysical investigations, exploratory excavation, and media sampling. Historical research identified anecdotal evidence of a small underground fuel storage tank and fuel pump along the north side of the front loading dock of the Main Building, though no documentary evidence was found in available file records dating back to 1936. A geophysical survey using EM-61 Metal Detector and 250 MHz Ground Penetrating Radar systems was performed on June 2, 2005, but failed to positively identify buried tank targets due to site obstacles. Limited exploratory excavation adjacent to the loading dock revealed clean fill material and an abandoned electrical conduit and fill pipe, with no evidence of a tank. Soil samples from two locations (SS-2 and SS-3) analyzed by Evergreen Analytical Laboratory and ITSI personnel were tested for gasoline-range organics, diesel-range organics, and lead. Results showed minor diesel contamination in one sample (54 mg/kg), lead levels of 380 mg/kg and 73 mg/kg in respective samples, and trace asbestos in exterior transit siding. Analytical results and laboratory documentation are included in the appendices. The report concludes that while historical evidence suggests a fuel tank may have been present, the discovery of a prior excavation with clean fill and lack of tank evidence suggests the tank was likely removed.
