About this file

This document is a property appraisal report containing photographs, maps, and sketches of a federal property located in Winona, Minnesota, dated April 5, 2004.

The property comprises approximately 13.5 acres situated on the north side of Kansas Street along the Mississippi River in downtown Winona. The site includes multiple buildings and structures: a main building (approximately 4,800 square feet) historically used as a sign center with interior spaces including lunch room, screen printing room, storage, mechanical room, and office areas; a wood shop building (approximately 2,000 square feet) used for sign center operations; a Winona District garage building (approximately 2,324 square feet) with equipment storage and repair capabilities; an Upper Mississippi National Wildlife Refuge (NWR) garage building (approximately 1,770 square feet) with equipment storage and break room; a cardboard storage building; an open front pole shed; and various storage facilities. The property also contains asphalt and gravel parking areas, a flagpole, and chainlink fencing. The site is bounded by the Mississippi River to the north and east, with a 100-foot setback to the river from the eastern property fence line. The appraisal identifies three minor encroachments: a pole shed on the levee easement that will require relocation, a main building encroachment of 0.15 feet on Front Street, and an adjacent brick building encroachment of 0.72 feet. Environmental considerations include potential underground storage tank contamination and asbestos panel siding on several buildings, with recommendations for Phase II environmental study and expert consultation regarding asbestos remediation.
