Work is performed Monday through Friday, 7:00 a.m. to 5:00 p.m., except Federal Holidays, with potential schedule modifications January through March due to inclement weather.
The contract period runs February 13, 2027 through February 12, 2028 (base year), with up to four optional one-year extension periods through February 12, 2032, subject to the availability of funding, plus a potential six-month extension through August 13, 2032. Services include comprehensive cleaning of offices, restrooms, conference rooms, classrooms, break rooms, hallways, and entrances at specified frequencies; Bloomington on Monday, Wednesday, and Friday; Rapids Lake weekly, monthly, and periodic schedules; and vault toilets on seasonal schedules. The contractor must provide all labor, equipment, materials, and transportation; the government furnishes trash liners, soap, toilet paper, hand towels, and equipment including vacuum cleaners, mopping equipment, floor scrubber, and floor buffer.
Contractors must be established businesses specializing in commercial and government facility cleaning, maintain current Minnesota State licenses, bonds, and insurance, and comply with OSHA and NFPA regulations. Evaluation criteria include technical capability (understanding of location-specific requirements, staffing adequacy, quality control procedures, site knowledge), technical experience (minimum one to three similar past projects within five years), past performance, and price. A mandatory site visit occurs September 9, 2026, at 10:00 a.m. Central Time at both locations. Service Contract Labor Standards apply under Wage Determination #2015-4945 (effective July 30, 2026). Quotations must be submitted via email to dana_arnold@ios.doi.gov with unit prices in whole dollar amounts only.
