About this file

This is a Performance Work Statement (PWS) for janitorial services at three U.S. Fish and Wildlife Service locations in Minnesota. The contract covers the Bloomington Education and Visitor Center (18,824 square feet, two levels), Rapids Lake Visitor Center (7,071 square feet, two levels), and three vault toilet locations across Minnesota Valley National Wildlife Refuge. Services include comprehensive cleaning of offices, restrooms, conference rooms, classrooms, break rooms, hallways, and entrances, with specific frequencies: Bloomington on Monday, Wednesday, and Friday; Rapids Lake on weekly, monthly, and periodic schedules; and vault toilets on seasonal schedules. The contractor must provide all labor, equipment, materials, and transportation except for government-furnished items including trash liners, soap, toilet paper, hand towels, vacuum cleaners, mopping equipment, commercial vacuum cleaner, floor scrubber, and floor buffer.

The base performance year runs February 13, 2027 through February 12, 2028, with four optional one-year periods (February 13, 2028 through February 12, 2032), contingent upon available funding. Normal work hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, except Federal Holidays, with potential schedule modifications January through March due to inclement weather. Monthly invoicing is required with performance verified through a PWS addendum. Service providers must be established businesses specializing in commercial and government facility cleaning, maintain current Minnesota State licenses, bonds, and insurance, and comply with OSHA and NFPA regulations. Performance is measured on two key objectives: ensuring all tasks are performed at required frequencies (no more than one discrepancy during monthly Quality Assurance Evaluator surveillance) and maintaining full building security with zero discrepancies. Site visits are highly encouraged, with contact information provided for Faye Healy (612-720-3420).
