About this opportunity
The U.S. Fish and Wildlife Service seeks quotes for road materials and hauling services for rehabilitation of 45th Avenue SW in St. Johns Township, Minnesota, with proposals due August 14, 2026. This is a total small business set-aside under NAICS 212319 (Other Crushed and Broken Stone Mining and Quarrying).
Place of performance is approximately 7 miles southwest of Willmar, Minnesota. The contractor must deliver and spread 2,200 cubic yards of clay from a township-identified source, 500 cubic yards of MNDOT specification Class 5 gravel, 150 cubic yards of 1" to 200 Road Base Class 5 granite, and 100 cubic yards of Class 3 (4" to 18") rip rap granite. Work must be completed by October 15, 2026, with period of performance August 24 through October 15, 2026. Offerors must provide pricing per cubic yard for each material type and cost per mile for hauling and spreading, with all offers including mobilization and related fees.
Contractors must coordinate the construction window with project contacts at least two weeks in advance and are highly recommended to conduct site visits prior to submitting offers. Equipment must be cleaned before and after site entry to prevent spread of noxious and invasive species, and work must minimize rutting and soil disturbance. The contractor bears responsibility for any damage to existing gravel roads.
Evaluation criteria emphasize technical conformance to specifications (weighted more heavily than price), contractor ability to meet requirements and timeline, and past performance. Award goes to the responsible offeror providing best value. Amendment 0001, effective August 5, 2026, clarified pricing, clay material specifications, and project completion date. Acknowledgment of amendment receipt is required by the proposal deadline. Contact Jeremy Riva, contracting officer, at jeremy_riva@ios.doi.gov or 303-535-4788.
