About this file
This is a Statement of Work (SOW) for a road rehabilitation project issued by the Litchfield Wetland Management District, U.S. Fish and Wildlife Service, for a contract opportunity numbered 140FS226Q0159.
The project involves providing road materials and hauling services for the rehabilitation of 45th Avenue SW in St. Johns Township, Minnesota, approximately 7 miles southwest of Willmar. Contractors must acquire and deliver 2,200 cubic yards of clay, 500 cubic yards of MNDOT spec class 5 gravel, 150 cubic yards of 1" to 200 Road Base Class 5 granite, and 100 cubic yards of Class 3 (4" to 18") rip rap granite to the work site. All aggregates and incidentals must be provided by the contractor, who bears responsibility for any damage to the existing gravel road. Contractors must coordinate the construction window with contacts at least two weeks in advance, conduct site visits prior to bidding, clean equipment before and after site entry to prevent noxious and invasive species spread, and minimize soil rutting and disturbance. The completion deadline is October 15, 2026. Pricing should include per cubic yard costs for each material type, cost per mile for spreading each material, and all mobilization and related fees. Payment will be processed via SAM.gov following invoicing and work inspection for compliance. Primary contacts are Todd Boonstra, Wetland District Manager at (320) 693-2849, and Duane Hultgren, St. Johns Township Supervisor at (320) 894-7523.
