About this opportunity
The Portsmouth Naval Shipyard, under the Department of the Navy Naval Sea Systems Command, is soliciting corrective maintenance services for two specialized Mitsubishi Electrical Discharge Machines (EDMs)—one Plunge EDM and one Wire EDM. The requirement demands that all work be performed by manufacturer-certified technicians using only manufacturer-approved parts and software, which has led the Government to pursue sole-source procurement with MC Machinery Systems under Federal Acquisition Regulation 6.103-1 authority. Contractors must demonstrate the ability to restore both machines to full operational status, provide technical software support and upgrades, and submit detailed cost estimates and service reports throughout the contract period. Award will be made on a firm-fixed-price basis to the responsible offeror submitting a technically acceptable quote with a fair and reasonable price. The quote response deadline is March 4, 2026, at 5:00 PM ET, with submission directed to Contracting Officer Lisa Fielding at lisa.a.fielding.civ@us.navy.mil.
This procurement includes no set-aside designation and is structured as a sole-source award to MC Machinery Systems. The base period extends from award through September 30, 2026, with three optional one-year periods extending through September 30, 2029, providing both scheduled corrective maintenance and on-call repair services with individual option periods capped at $25,000 each. The contract requires work to commence within four weeks of award and be completed within eight weeks during the base period, with separate fully burdened labor rates established for unscheduled or emergency repairs and fixed pass-through markup rates for materials not to exceed $25,000. All work will be performed at Building 300 of Portsmouth Naval Shipyard in Kittery, Maine, and all contractor personnel must be U.S. citizens with appropriate security clearances for access to this Controlled Industrial Area facility.
