The contract includes four Contract Line Items (CLINs) for the base period: CLIN 0001 and CLIN 0002 are firm-fixed-price corrective maintenance services for each machine respectively; CLIN 0003 is a not-to-exceed line item for unplanned repairs discovered during the base period; and CLIN 0004 covers Contract Data Requirements List (CDRL) reporting. Three optional periods provide on-call corrective maintenance through CLINs 1001, 2001, and 3001, with associated CDRL reporting under CLINs 1002, 2002, and 3002.

The contractor must be an authorized agent of the OEM and provide all management, tools, supplies, equipment, and labor necessary. For unscheduled and on-call repairs, the contractor shall use fully burdened labor rates awarded on the contract without increases except through bilateral modification, apply only fixed pass-through markup rates for materials and parts, and submit detailed cost estimates using a Work Request Form prior to commencing any work. All work requires written authorization from the Contracting Officer via the Contracting Officer's Representative (COR) before proceeding. The contractor shall provide supplier invoices and evidence of price reasonableness for all parts and materials, perform only approved work scope, and submit invoices through WAWF matching the approved Work Request. All work occurs within the Controlled Industrial Area at Portsmouth Naval Shipyard and requires personnel security clearance, with all personnel mandated to be U.S. citizens, subject to badge issuance procedures, and compliant with prohibitions on camera-enabled devices and personal vehicles in restricted areas. Upon service completion, the contractor shall provide detailed service reports to the COR documenting findings, actions taken, parts replaced, and final operational status.
