About this opportunity
Naval Sea Systems Command seeks manufacturing of Missile Extractor Loaders and Vertical Handler Adapters for pier-side support equipment, with proposals due October 19 following Amendment 01. The procurement is a 100% small business set-aside, foreclosing competition outside that pool.
This is a five-year IDIQ firm fixed-price contract running September 30, 2026 through September 29, 2031. The statement of work covers four contract line items: one first-article MEL (P/N 8939689-001), production MELs (estimated 10 each), one first-article Vertical Handler Adapter (P/N 8939750-001), and production VHAs (estimated 10 each). Delivery order minimums are 2 units and maximums 22 units per order. Place of performance is NSWC Crane, Crane, Indiana, with FOB Destination terms and initial delivery 6 months after receipt of order for first articles, followed by quarterly deliveries thereafter.
The NAICS code is 336419, Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing. Contractor personnel must comply with CMMC Level 2 (Self-Assessment); conditional acceptance is permitted for offerors with an active Plan of Action and Milestones scheduled to achieve full compliance within 180 days, provided a valid CMMC Unique Identifier is submitted with the proposal. All proposals must include JCP certification for prime contractors and subcontractors requiring access to controlled technical data. First Article Testing responsibility falls on the contractor, with manufacturing and in-process inspections at contractor facilities and final testing and acceptance at Government facilities.
Proposals must include technical approach (31 pages maximum), past performance references from the last three years (3 pages per reference, up to 5 references), pricing matrices with optional quantity break points submitted in unlocked Excel spreadsheets with visible formulas, and required contract documentation. Evaluation prioritizes technical capability and past performance combined as significantly more important than price. Proposal validity is 365 calendar days. Questions and signed SOW attachment incorporation were addressed in Amendment 01, posted October 1, 2026.
