About this file
This is Amendment 0001 to solicitation N0016426RGW22, issued by NSWC Crane Warfare Center on October 1, 2026. The amendment extends the proposal submission deadline from October 16, 2026 to October 19, 2026 to address accessibility issues with the Statement of Work attachment in SAM.gov. The amendment incorporates a signed SOW attachment and updates Section L, replacing all references to "DUNS" with "Unique Entity ID (UEI)" to align with federal government transition away from the DUNS system.
The solicitation is a 100% small business set-aside for manufacturing items under NAICS code 336419, with proposals organized into four volumes: Technical Approach (31 pages maximum), Past Performance (3 pages per reference, up to 5 references), Price Proposal (no page limit), and Contract Documentation (no page limit). Proposals must be submitted via email to Gavin Thompson at gavin.d.thompson2.civ@us.navy.mil or through DoD SAFE by 19 October 2026. Key technical requirements include material certification, manufacturing capabilities, test and inspection competencies including first article testing, handling and shipping capabilities, schedule tracking and management approach, and supplier selection processes. Pricing shall be F.O.B. Destination in unlocked Excel spreadsheets with visible formulas. All proposals must include CMMC Level 2 UIDs for contractor information systems processing Federal Contract Information or Controlled Unclassified Information, JCP certification for both prime contractors and subcontractors requiring access to controlled technical data, and proposal validity for 365 calendar days. The amendment also addresses five vendor questions regarding small business manufacturing requirements, subcontractor proposal integration, CMMC certification obligations, JCP registration needs, and the transition from DUNS to UEI identifiers.

Vendor Question Government Response
For a small-business prime that does not manufacture the items itself, may the prime satisfy the technical manufacturing, first article, inspection, and facility requirements through a proposed significant small-business manufacturing subcontractor, provided the first article and production units are produced at the same manufacturing facility?
Yes, with conditions. Since there is no active SBA Class or Individual Waiver for this NAICS code, the Nonmanufacturer Rule (NMR) (FAR 52.219-33) applies. The prime contractor may satisfy technical, first article, inspection, and facility requirements through a subcontractor only if that manufacturing subcontractor is a certified small business manufacturer producing the items domestically, and the prime meets the Limitations on Subcontracting (FAR 52.219-14) requirements.
Section L states that proposal requirements apply equally to subcontractors. For a significant manufacturing subcontractor, does the Government require separate proposal volumes and contract documentation from that subcontractor, or may the subcontractor's technical, past-performance, cybersecurity, and company information be incorporated into the prime contractor's four proposal volumes?
Incorporation is permitted. The Government does not require separate, standalone subcontractor proposal volumes submitted directly to the agency. All subcontractor technical capabilities, past performance, cybersecurity, and company information must be integrated into the prime contractor's four primary proposal volumes.
Regarding CMMC Level 2 (Self), must the prime contractor itself hold the required current CMMC status and provide a CMMC UID at proposal submission if all CUI/controlled technical data would be processed only on the manufacturing subcontractor's compliant information system? Please confirm whether both the prime and any subcontractor handling CUI must provide applicable CMMC UIDs.
Yes. In accordance with Section L of the solicitation and DFARS 252.204-7025(d), the Offeror must provide the CMMC UIDs issued by the Supplier Performance Risk System (SPRS) for each contractor information system (including those of the prime contractor and any subcontractors) that will process, store, or transmit FCI or CUI during contract performance.
If the subcontractor's system will be used to process CUI, the applicable CMMC Level 2 UID for that system must be provided. If the prime contractor's systems will only process FCI, the applicable CMMC UID for that system must still be provided in accordance with the solicitation instructions.
N0016426RGW220001
The solicitation requires JCP registration to receive the controlled drawing package. Please confirm whether both the prime contractor and the manufacturing subcontractor must be JCP-certified when both will require access to the controlled technical data.
Yes, both must be certified. If both the prime contractor and the subcontractor require access to the controlled drawings and technical data to prepare proposals or perform under the contract, both entities must maintain active Joint Certification Program (JCP) registration. The prime contractor is legally prohibited from sharing JCP-controlled technical data with any subcontractor that does not have an active JCP certification.
Volume IV requests a DUNS number and DCAA/DCMA office POC. May offerors provide their UEI in place of DUNS, and may a small business with no assigned DCAA /DCMA office state "Not Assigned / N/A"?
Yes. Offerors should provide their Unique Entity ID (UEI) instead of a DUNS number, as the federal government has officially transitioned away from the DUNS system. This is now updated in Amendment 01 of the solicitation. If an offeror does not have an assigned DCAA or DCMA office/point of contact, they may state "Not Assigned / N/A" in their proposal.

The content requirements described below address major topics of concern to the Government. Failure to respond to any of these topics may be considered a deficiency and may render the Offeror ineligible for award. All proposal information provided must be relevant and clearly explain how the proposed item will meet the requirements of the solicitation.
The proposal shall enable the Government evaluation personnel to facilitate a thorough evaluation and arrive at a sound factual-based determination as to whether or not the proposal will meet the Government's requirements. Each technical proposal shall be specific, detailed, and complete as to clearly and fully demonstrate the degree of the prospective contractor's knowledge and understanding of the requirements. The technical proposal shall be used as a method to determine if the proposed solutions to technical problems are valid and practical. Statements which merely paraphrase the SOW or attest that "standard procedures will be employed" are inadequate to enable the Government to evaluate and do not allow the Government to determine if the proposal complies with the requirements of the SOW. Unsupported promises to comply with contractual requirements will not be sufficient.
Failure to thoroughly describe how the proposed item meets a requirement (i.e. test data, test methods, design/drawings, etc.)
will result in a negative evaluation in- regards to the subject requirement. Proposals must contain supporting rationale for any statements related to proposed performance. No assumptions will be made by evaluators regarding areas that are not addressed in the Offeror's written proposal. The Offeror's proposal shall be written in such detail to allow the Government to evaluate the proposal on an item/CUN by item/CUN basis for all CLINs.

If there were any late deliveries, the Offeror shall provide reasons why the customer did not revise the delivery schedule and if any additional penalties were incurred on the contract due to late deliveries.

3.3.3 Price Proposal Narrative
Offeror shall propose reasonable prices within its proposal. Offeror is advised that proposing unreasonably lower prices without substantial justification will be an indication that the Offeror does not have a clear understanding of the requirements or does not have the requisite capability to support the effort. Any inconsistency between promised performance in the technical approach and the proposed price must be explained in the proposal. Any inconsistency, if unexplained, may raise a fundamental question of the Offeror's understanding of the nature and scope of the work required and may adversely impact the evaluation of the Offeror's proposal.
3.4 VOLUME IV - CONTRACT DOCUMENTATION

Offeror and subcontractors shall provide a cover letter with the following information:
