About this opportunity
The Naval Surface Warfare Center, Crane Division (NSWC-CR) has issued a Request for Information (RFI) seeking market research on suppliers capable of providing Missile Extractor Loader (MEL) and Vertical Handling Adapter (VHA) equipment for the Strategic Programs Conventional Prompt Strike 3 (SPC3) program. This Special Notice, published by the Department of the Navy Naval Sea Systems Command, is designated as a total small business set-aside opportunity under NAICS code 336419 for guided missile and space vehicle parts manufacturing. The RFI was posted on August 6, 2025, with responses due by August 27, 2025, at 4:00 PM EDT. The equipment will support the loading and unloading operations of All Up Round Canisters (AUR+C) and must be manufactured according to specific design specifications. This announcement represents the initial phase of market research under FAR Part 10 and does not constitute a formal solicitation.
The primary objective of this RFI is to determine the availability and technical capabilities of small businesses to manufacture, test, and deliver the specialized MEL and VHA equipment for the Conventional Prompt Strike program. Contractors must be registered in the System for Award Management (SAM) and provide detailed capability information, including their experience with similar government contracts, company contact details, DUNS number, and CAGE code. A critical geographic requirement mandates that manufacturing facilities must be located within 250 miles of the NSWC-CR facility in Crane, Indiana. The government particularly encourages participation from various small business categories including small disadvantaged businesses, HUBZone businesses, woman-owned, veteran-owned, and historically black colleges and universities. All responses must be submitted via email to the designated government contacts, and the government explicitly states that this RFI does not create any obligation to award contracts or reimburse response costs.
