About this opportunity
The National Park Service, Southeast Region, issued a sole-source justification notice on July 28, 2026, for a firm fixed-price HVAC replacement contract at Mill Springs National Battlefield Monument in Nancy, Kentucky, with a response deadline of July 31, 2026. The National Park Service intends to award the contract exclusively to Advanced Mechanical Contractors, Inc., under the total small business set-aside. The project replaces an existing geothermal water-source heat pump system serving the Visitor Center with a modern air-source Variable Refrigerant Flow system, including demolition of existing equipment and installation of new LG VRF condensing units and indoor air handling systems. The agency determined sole-source award is justified based on AMC's logical follow-on from prior HVAC work at the facility, continuity of system warranties, direct familiarity with the facility's existing geothermal infrastructure and building conditions, and reduced risk of installation conflicts and extended downtime. The National Park Service states AMC is the only source capable of completing the project and that remaining with the original contractor decreases overall project costs by avoiding duplicative manpower for re-accomplishing already completed work. The work falls under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a standard small business size of $19 million. Notices are posted at beta.sam.gov and FBO.
