About this file

This is a Solicitation, Offer and Award (Standard Form 33) for a negotiated Research and Development contract issued by the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base, Ohio.

The contract FA8650-19-R-1932 is a Cost Plus Fixed Fee (CPFF) arrangement structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with three Contract Line Items (CLINs): CLIN 0001 for Research and Data, CLIN 0002 for Software, and CLIN 0003 for Hardware. All deliverables are designated for destination inspection and acceptance. The contract includes a rated order under DPAS (Defense Priorities and Allocations System) with a DO-A7 rating. Costs, fees, and total funding amounts are marked "TBD for each award," with estimated sufficiency through a date to be determined. The contractor must deliver a final technical report and maintain sufficient funds to guarantee its preparation and delivery per FAR 52.232-22 (Limitation of Funds). Software and hardware deliverables are to be included in CLIN 0001 pricing. For CLIN 0003, contractors must identify unit acquisition costs for all deliverable end items subject to unique identification requirements under DFARS 252.211-7003.

Key contractual requirements include compliance with Cost Accounting Standards (CAS), small business subcontracting plans for proposals exceeding $500,000, cybersecurity maturity model certification at CMMC Level 2, and prohibitions on covered telecommunications equipment from designated foreign entities. The contract incorporates extensive FAR, DFARS, and Air Force FAR Supplement clauses covering patent rights, government property management, contractor business systems, cyber incident reporting, and various compliance certifications. Offerors must acknowledge all contract amendments and provide representations regarding affirmative action compliance, cost accounting practices, foreign government ownership, and cloud computing usage. The Administrative Contracting Officer and payment office details are to be specified in subsequent award documentation.

O0015) (MAY 2018)

Note: This notice does not apply to small businesses or foreign governments. This notice is in three parts, identified by Roman numerals I through III.

Offerors shall examine each part and provide the requested information in order to determine Cost Accounting Standards (CAS) requirements applicable to any resultant contract.

If the offeror is an educational institution, Part II does not apply unless the contemplated contract will be subject to full or modified CAS coverage pursuant to 48 CFR 9903.201-2(c)(5) or 9903.201-2(c)(6), respectively.

I. DISCLOSURE STATEMENT--COST ACCOUNTING PRACTICES AND CERTIFICATION

(a) Any contract in excess of $2 million resulting from this solicitation will be subject to the requirements of the Cost Accounting Standards Board (48 CFR Chapter 99), except for those contracts which are exempt as specified in 48 CFR 9903.201-1.

(b) Any offeror submitting a proposal which, if accepted, will result in a contract subject to the requirements of 48 CFR Chapter 99 must, as a condition of contracting, submit a Disclosure Statement as required by 48 CFR 9903.202. When required, the Disclosure Statement must be submitted as a part of the offeror's proposal under this solicitation unless the offeror has already submitted a Disclosure Statement disclosing the practices used in connection with the pricing of this proposal. If an applicable Disclosure Statement has already been submitted, the offeror may satisfy the requirement for submission by providing the information requested in paragraph (c) of Part I of this provision.

CAUTION: In the absence of specific regulations or agreement, a practice disclosed in a Disclosure Statement shall not, by virtue of such disclosure, be deemed to be a proper, approved, or agreed-to practice for pricing proposals or accumulating and reporting contract performance cost data.

(c) Check the appropriate box below:

[ ] (1) Certificate of Concurrent Submission of Disclosure Statement.

The offeror hereby certifies that, as a part of the offer, copies of the Disclosure Statement have been submitted as follows: (i) original and one copy to the cognizant Administrative Contracting Officer (ACO) or cognizant Federal agency official authorized to act in that capacity (Federal official), as applicable, and
