Both machines must support rotors up to 10,000 to 15,000 pounds respectively, be calibrated to SAE AS8617 standards, include C600-class safety and noise abatement enclosures not exceeding 84 decibels, and operate on Windows 11 LTSC with perpetual, non-subscription software licenses transferred to the Government. The minimum contract requirement calls for two machines with a potential option for two additional units in a follow-on fiscal year, with delivery and installation at Building 3001, Tinker Air Force Base, Oklahoma City-Air Logistics Complex for the 76th Propulsion Maintenance Group. No incumbent contractor is identified in the available documentation, indicating an open competitive market. The contractor will be responsible for foundation assessment and design, with the Government providing 480-volt three-phase 60 Hz electrical supply and 100 PSI compressed air within 30 feet of the installation site. Following contract award, the contractor must submit a Plan of Action and Milestones within 30 days and an Acceptance Test Plan within 30 days, with Quality Assurance Inspection at the contractor's facility and Final Acceptance Testing at the installation site. DLA Aviation intends to issue a formal Request for Proposal based on responses received to this market research notice.
