The Government seeks to procure and install two machines at Building 3001, Tinker Air Force Base, Oklahoma City-Air Logistics Complex for the 76th Propulsion Maintenance Group. Machine 1 must meet or exceed ARP 4048 Class 1000 specifications, while Machine 2 must meet or exceed ARP 4048 Class 3000 specifications. Both machines must be calibrated and certified to SAE AS8617 standards. Machine 1 requires a 4,500-pound load capacity, minimum 50 HP belt and end drive horsepower, and support for rotors up to 10,000 pounds with balancing speeds of 500-1500 RPM and maximum rotor length of 106 inches. Machine 2 requires a 9,500-pound load capacity, minimum 50 HP belt drive and 75 HP end drive horsepower, support for rotors up to 15,000 pounds, and identical balancing speed and length specifications. Both machines must include C600-class safety and noise abatement enclosures, with noise not exceeding 84 decibels at operator position. The contractor must provide complete turnkey installation including foundation evaluation, utilities connection, all necessary labor and materials, two ARP4162 proving rotors with documentation, drive shafts, pedestal assemblies, and comprehensive training for five operators over five consecutive eight-hour workdays. The contractor bears responsibility for determining foundation specifications, with the Government providing 480-volt three-phase 60 Hz electrical supply and 100 PSI compressed air within 30 feet. The control system must operate on Windows 11 LTSC with laser printing capability, support indefinite data storage locally and on network, include tool compensation and electronic zeroing modules, and provide password-protected user profiles. All software licenses must be transferred to the Government as perpetual, non-subscription-based, and fully functional offline. Network connectivity requires OPC-UA compliance as a mandatory minimum with RJ45 Ethernet port in an accessible location, FIPS 140-3 compliant wireless technology if used, and prohibition on Bluetooth devices. The contractor must deliver a Plan of Action and Milestones within 30 days of contract award and an Acceptance Test Plan within 30 days, with monthly progress reviews. Contract Quality Assurance Inspection occurs at the contractor's facility prior to shipment, while Final Inspection and Acceptance Testing occurs at the installation site post-setup, with three consecutive test failures potentially resulting in system rejection.
