About this opportunity
The Department of the Interior Bureau of Land Management New Mexico Region seeks trash collection and hauling services for Mill Creek Campground in Lake City, Colorado, with proposals due September 2, 2026. This is a Total Small Business Set-Aside under NAICS 562111 (Solid Waste Collection) with a $47 million size standard.
Place of performance is Mill Creek Campground, approximately 12 miles southwest of Lake City, Colorado on Hinsdale County Road 30. The contractor shall provide collection services for four government-furnished four-cubic-yard dumpsters equipped with bear-proof, tamper-resistant latching mechanisms. Service is seasonal: weekly collection during peak season (July and August), bi-weekly collection during shoulder seasons (May, June, September, and October), and no collection during off-season (November through April). Amendment 2 (effective August 31, 2026) specifies 16 scheduled truck service visits per year (64 individual dumpster collections across four dumpsters), superseding prior language referencing 24 annual service events. The contractor must also collect and dispose of loose trash or debris within a five-foot radius of each dumpster station at time of service, secure dumpsters to government-provided anchor points, prevent spillage, and lawfully dispose of all waste at authorized facilities in compliance with federal, state, and local environmental regulations.
The base contract period runs October 1, 2026, through September 30, 2027, with four additional one-year option periods extending through September 30, 2031. This is a firm fixed-price contract under FAR Part 12 commercial acquisition procedures. Evaluation uses a three-factor approach: Factor 1 (Technical Acceptability) is pass/fail; Factor 2 (Past Performance/Vendor Reputation) is informational and serves as a tiebreaker; Factor 3 (Price) determines award. Best value is the selection standard, with evaluation factors other than price combined considered approximately equal to price. The Contracting Officer is Courtni Strickland; the Contract Specialist is Deronda Chevannes.
