About this file
This document presents the Technical Evaluation Criteria for a Fixed Firm Price contract award under FAR 52.212-2 for commercial products and services. The solicitation requires dumpster services at Mill Creek Campground, specifically four four-cubic-yard dumpsters equipped with bear-proof, tamper-resistant latching mechanisms. The contractor must also commit to collecting and disposing of loose trash or debris within a five-foot radius of each dumpster station during service visits and demonstrate capability to meet the specified delivery timeframe and location requirements.
The evaluation process employs a three-factor approach with technical acceptability as the mandatory threshold. Factor 1 (Technical Acceptability) is pass/fail—quotations failing to meet any requirement are rejected without further consideration. Factor 2 (Past Performance/Vendor Reputation) is informational and considers the vendor's history of supplying services to federal, state, or local agencies, serving as a tiebreaker between technically acceptable quotations of equal or near-equal price. Factor 3 (Price) evaluates total cost across all line items, with price reasonableness determined per FAR 12.204(a) using adequate price competition if two or more technically acceptable quotes are received, or market research and prior purchases if competition is limited. Award will be made to the offeror providing the best value to the Government, with evaluation factors other than price combined considered approximately equal to price.

Technical Evaluation Criteria
52.212-2 Evaluation-Commercial Products and Commercial Services. (NOV 2021) (Deviation Effective Date)
(a) Evaluation factors. The Government will award a Fixed Firm Price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Evaluation Factors:
Factor 1 — Technical Acceptability (Acceptable/Unacceptable)
Quotations will first be evaluated for technical acceptability. A quotation that fails to meet any of the following requirements will be rejected without further evaluation.
The offeror must demonstrate that the ammunition quoted:
1. Contractor will provide four, four cubic yard dumpsters at the Mill Creek Campground.
2. All dumpsters provided will include bear proof-tamper resistant feature (latching mechanism).
3. Contractor shall affirm their capability and agreement to collect and dispose of any loose trash or debris located within an immediate five (5) foot radius of each dumpster station at the time of service.
4. Can be delivered within the required time frame and to the specified delivery location(s)
Factor 2 — Past Performance / Vendor Reputation (Informational)
The Government may consider available information regarding the vendor's record of supplying law enforcement ammunition to federal, state, or local agencies. This factor is informational and will be used as a tiebreaker between technically acceptable quotations of equal or near-equal price.
Factor 3 — Price
Price will be evaluated based on the total evaluated price for all line items quoted. The Government will evaluate total price. Unreasonably high or unbalanced pricing may render a quotation ineligible for award.
Price reasonableness will be determined in accordance with FAR 12.204(a) based on adequate price competition (if two or more technically acceptable quotes are received) or market research / prior purchases if competition is limited
Basis for Award
Award will be based on the offeror whose quotation represents the best value to the Government, considering price and other factors as described below. Technical acceptability must be met before price is evaluated. Evaluation factors other than price when combined are approximately equal to price.
