About this opportunity
This solicitation seeks proposals for Military Freefall and Static Line Support Services. The United States Special Operations Command (USSOCOM), Naval Special Warfare Command (NSWC) requires full-spectrum contractor support related to Military Freefall (MFF) and Static Line (SL) tactics, techniques, and procedures to enhance operator and support personnel's ability to execute missions. Interested offerors must follow the instructions in the solicitation to obtain the controlled unclassified information attachments outlining the performance work statement and qualification matrix. Proposals will be evaluated based on the instructions and criteria outlined in FAR provisions 52.212-1 and 52.212-2 addendums, with proposals due by May 28, 2021.
There is no set-aside designation. The North American Industry Classification System code is 481219 and the place of performance will be within the United States. The minimum contract value is $500,000 and maximum is $200 million to be awarded over a five year period. Offerors must meet the qualification criteria in the solicitation and complete the qualification matrix to demonstrate their capabilities for providing Military Freefall and Static Line Support Services.

The United States Special Operations Command (USSOCOM), Naval Special Warfare Command (NSWC) issues this solicitation for Military Freefall (MFF) and Static Line (SL) Support Services. The Government requires full-spectrum Contractor Support related to MFF and SL tactics, techniques, and procedures necessary to enhance operator and support personnel’s ability to execute missions. Offerors are encouraged to review the solicitation and all associated attachments. Specific instructions to offerors with corresponding evaluation criteria are outlined in the Addendums to FAR 52.212-1 and 52.212-2.
Interested offerors SHALL follow the instructions in the solicitation to obtain the Controlled Unclassified Information (CUI) Attachment 1- IDIQ Performance Work Statement (PWS) and (CUI) Attachment 2 – Qualification Matrix.
This solicitation is issued on a Full and Open Competition basis. The North American Industry Classification System (NAICS) code for this effort is 481219.
