a. Volume 2, Factor 1 – Qualification Criteria:

The Government will further evaluate those proposals receiving a Compliant rating against Qualification Criteria (Factor 1). The Government will evaluate if a prime offeror/contractor meets the specific Factor 1 Qualification Criteria within Tier One or Tier Two at time of proposal submission deadline. The Government will evaluate the proposal for all qualifying support of core capabilities by verifying the contents of Attachment 2, Qualification Matrix, in addition to supporting documentation required to adequately demonstrate the prime offeror/contractor meeting and/or exceeding the Tier One and/or Tier Two qualification criteria.

The verification of the completed Attachment 2, Qualification Matrix, will be conducted by the Government in utilizing the most current and published listings in conjunction with any necessary consultation of such governing bodies as, but not limited to, the Federal Aviation Administration (FAA), USSOCOM J31, and/or Air Mobility Command/Commercial Airlift Review Board (AMC/CARB). Prime offeror shall be listed on the DoD Paratroop Commercial Operator Listing prior to proposal submission deadline which represents a minimum requirement of both Tier One and Tier Two qualification for award.

Tier One Qualification Criteria: The Government will evaluate the prime offeror’s ability to adequately demonstrate meeting all four (4) qualification elements of Tier One to include operate FAA Part 135 Certified fixed-wing aircraft listed on the prime offeror’s FAA certificate in accordance with their approved Operational Specification (OpSpec), possess/maintain current DoD Air Mobility Command/Commercial Airlift Review Board (AMC/CARB) certification, listed on the current DoD Paratroop Commercial Operator Listing with MFF/SL capability, and hold a current successful (pass) USSOCOM J31 Air inspection. In lieu of a successful MFF Inspection by USSOCOM J31, FAA Part 135 offeror(s) may submit documented evidence of requesting to schedule and Government acknowledgement of a USSOCOM J31 MFF inspection.

Tier Two Qualification Criteria: The Government will evaluate the prime offeror’s ability to adequately demonstrate meeting all three (3) qualification elements of Tier Two to include being a current FAA Part 91 and/or 135 Certified fixed-wing carrier while owning and operating FAA Part 135 and/or Part 91 Certified fixed-wing aircraft, actively listed on the current DoD Paratroop Commercial Operator Listing with MFF/SL capability and hold a current successful (pass) USSOCOM J31 Air inspection. In lieu of a successful MFF Inspection by USSOCOM J31, offeror(s) may submit documented evidence of requesting to schedule and Government acknowledgement of a USSOCOM J31 MFF inspection.

If the offeror’s proposal lacks evidence of such qualifications of Tier One or Tier Two, the Prime Offeror will receive a “Fail” rating and the proposal will not be evaluated further.

Table 5, Factor 1 Qualification Criteria Rating Table

Pass Based on the offeror’s proposal, the offeror meets the qualification criteria requirements of the solicitation.

Fail Based on the offeror’s proposal, the offeror does not meet the qualification criteria requirements of the solicitation.

a. Volume 3, Factor 2 - Past and Present Performance:

Past and Present Performance will be evaluated to determine whether the offeror’s present/past performance is recent and relevant to this effort. For the purposes of this evaluation, the following definitions apply:

Recency – Performance occurring within the last three (3) years from the date of issuance of this solicitation will be considered “Recent”. Reports on contracts with nine months or less of performance will not be considered.

Relevancy – Relevant performance for this acquisition is to have provided similar size, scope and complexity support as follows:

a. Size will be evaluated based on contract values exceeding $150,000.00 each.

b. Scope will be evaluated based on contract scope performed with similar tasks as described in the PWS.

c. Complexity will be evaluated based on capacity of airlift and training support conducted with number of active iterations/efforts exceeding three (3) annually.

Second, the past performance evaluation will determine how well the offeror performed on the prior contracts.

This past performance evaluation will not establish, create, or change the existing record and history of the offeror' s past performance on past contracts; rather, the past performance evaluation process shall gather information from customers on how well the offeror performed those past contracts.

In evaluating an offeror’s past performance, the Government may, at its sole discretion, consider information from sources outside the offeror’s proposal. These considered sources will be held to the same parameters of evaluation as the offeror’s provided past performance information. The Government may review Contractor Performance Assessment Reporting System (CPARS) rating on other relevant contractors and may also consider Past Performance Information Retrieval System (PPIRS) ratings, regulatory agency databases, past performance questionnaires, information submitted by each Offeror with its proposal, and other existing past performance information contained in either local or other databases, or from other Government sources or non- Government sources. General trends in a contractor’s performance may also be considered.

If any information obtained results in Unacceptable rating and the offeror has not had an opportunity to respond to the adverse past performance information, the SSEB will prepare an EN for that offeror. A performance rating will be established for each of those relevant efforts utilizing the same performance rating definitions contained within the CPARS and outlined within Table 4 below.

The Government reserves the right to contact references provided by the offeror, and otherwise verify statements and representations made in the offeror’s proposal but also reserves the right not to contact all references.

Once all data has been gathered, the Government will assign an Acceptable or Unacceptable rating considering the Offeror’s performance. The ratings with definitions that will be utilized are contained within Table 4 below.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."

Table 6, Factor 2 Past and Present Performance Criteria Rating Table

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will successfully perform the required effort.
