About this opportunity

The Department of the Navy Naval Facilities Engineering Command is seeking contractors for a Military Construction Project (MILCON) P1080 involving power reliability and water resiliency upgrades at Portsmouth Naval Shipyard in Kittery, Maine. The project will increase reliability, resiliency, and capacity of electric and water utility systems that support nuclear-powered submarines and nuclear support facilities through a design-bid-build approach. The on-base scope includes installation of new 35 kV switchgear, upgrades to 5 substations, new power management switchgear to DC battery systems, approximately 11,000 linear feet of AC duct banks, 5,000 linear feet of DC duct bank, and 1,000 linear feet of gas main. Contractors must demonstrate experience with large-scale water and/or power distribution projects exceeding $100 million completed within the past 10 years, with emphasis on complex urban or industrial area construction. The capabilities package submission deadline is July 28, 2025, at 2:00 PM Norfolk local time, with responses to the Project Labor Agreement Request for Information due July 25, 2025, at 2:00 PM local time.
