About this opportunity
The Defense Advanced Research Projects Agency (DARPA) Microsystems Technology Office (MTO) is seeking revolutionary research ideas and innovative proposals across three primary thrust areas: Scientific Disruption (including quantum, biological, and photonic circuits), Microsystems Manufacturing Ecosystem, and Dual Use by Design. This Broad Agency Announcement solicits high-risk, high-reward research and development services focused on microsystems technologies not currently addressed by ongoing MTO programs or other published solicitations. Key requirements include submission of abstracts and full technical proposals through DARPA's Broad Agency Announcement Tool, with evaluations based on overall scientific and technical merit, potential contribution and relevance to DARPA's mission, and cost realism. Proposals must address national security impact, organizational conflicts of interest, intellectual property considerations, and clearly define technical tasks, deliverables, and milestones within a 26-page limit for the technical volume. Critical deadlines include an abstract due date of October 10, 2025, a full proposal due date of December 1, 2025, and a question submittal deadline of September 25, 2025.
No set-aside designations are utilized for this opportunity, and no incumbent contractors are identified in the solicitation materials. Awards are anticipated under multiple instrument types, including procurement contracts (Cost-Plus-Fixed-Fee or Cost with No Fee), grants, cooperative agreements, and other transactions, with an accelerated award option available for proposals not exceeding $2,000,000 that meet prescribed terms and conditions. The accelerated option provides for contract awards within 30 days of selection notification for unclassified efforts with unlimited or government purpose rights for data and software. All proposals must be submitted in unclassified format and are subject to Controlled Unclassified Information requirements, with DARPA retaining sole discretion over fundamental research determinations. Effective November 10, 2025, all procurement contract awards are subject to Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements, and the BAA encourages submissions from diverse organizations including Historically Black Colleges and Universities, small businesses, and minority institutions.
