About this opportunity

The Defense Advanced Research Projects Agency (DARPA) seeks revolutionary research proposals addressing three technical thrust areas through its Multi-Experimentation Office (MXO) Office-wide Innovative Solutions Opening, with abstracts due April 23, 2027 and full proposals due June 4, 2027. This is an open call on a rolling basis with no set-aside restriction; multiple awards are anticipated through Other Transaction Agreements or Experimental Transaction Agreements.

The three thrust areas are: Materials and Components to expand foundation-beyond-CMOS technologies for system resilience and security; Tools and Processes for Indigenous Development to strengthen domestic supply chains and manufacturing; and New Modalities to Achieve Mission Effects through sensing, computing, and communication technologies using alternative physics or hybrid approaches. Research must investigate innovative approaches enabling revolutionary advances; DARPA explicitly excludes evolutionary improvements to existing capabilities, human and animal subject research, and duplicate or ongoing efforts. Targeted Technology Readiness Levels are 2–5.

The submission process is two-phase. Proposers must first submit abstracts (maximum six pages) through the Broad Agency Announcement Tool (BAAT) by April 23, 2027; DARPA will notify proposers within 30 calendar days whether they are invited to submit full proposals. Only proposers receiving formal invitation to propose may submit full proposals, due June 4, 2027. Abstracts must include Innovative Claims, Technical Approach, Deliverables, Other Research, Capabilities/Management Plan, Rough Order of Magnitude cost estimate, and Bibliography.

All proposals must achieve Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self-Assessment) minimum; proposals involving Controlled Unclassified Information require CMMC Level 2 (Self-Assessment). FFRDCs, UARCs, National Laboratories, and Government Entities may participate as subrecipients if compliant with section 3.1 eligibility requirements. Foreign-based companies and individuals may participate subject to screening. Submissions must be UNCLASSIFIED or Controlled Unclassified Information level. Direct inquiries to DARPA-PS-26-115@darpa.mil.

Notice text

The Defense Advanced Research Projects Agency (DARPA) anticipates funding multiple proposals on a rolling basis under this solicitation. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems.

The Multi X Office (MXO) at DARPA regularly publishes solicitations requesting responses to specific program topics. This announcement seeks revolutionary research ideas for topics not addressed by ongoing MXO programs or other published DARPA solicitations.
