All submissions must be encrypted, uploaded as zip files (maximum 100 MB) to DARPA's Broad Agency Announcement Tool (BAAT) website at http://baa.darpa.mil, and submitted in English. Abstracts must not exceed two single-sided pages; full proposals must not exceed 25 pages (excluding cover sheet, table of contents, transmittal letter, resumes, references, and technical papers).

Proposers must comply with export control laws (ITAR/EAR), protect Controlled Unclassified Information (CUI), and achieve Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self-Assessment), incorporating 110 security requirements from NIST SP 800-171 Rev 2. Classified submissions follow separate procedures detailed in Attachment C.

Abstracts will be evaluated on Overall Scientific and Technical Merit and Potential Contribution to DARPA's Mission; full proposals will additionally be evaluated on Cost Realism. DARPA will provide feedback within 15–45 days for abstracts and 20–60 days for full proposals. Questions and submissions should be directed to DARPA-PS-26-123@darpa.mil.
