Attachment F Accelerated Contract Award Option
DARPA has recognized a benefit in getting awards under the Microsystems Technology Office (MTO) Office-wide BAA executed as rapidly as possible, as these efforts often serve as valuable foundational “seedlings” for future MTO programs. Because earlier awards almost certainly would benefit proposers as well, proposers have the ability to select an Accelerated Contract Award Option as part of their full proposal submissions for efforts that do not exceed $2,000,000. This would allow proposers to agree in advance to prescribed terms and conditions in exchange for DARPA’s commitment to award the contract no later than 30 days after the proposer’s receipt of selection notification.
The stipulations are as follows:
· Total award value not to exceed $2,000,000
· Procurement Contract award only (Cost-Plus-Fixed-Fee or Cost (No Fee))
· Unclassified efforts only
· Accounting system reviewed by DCAA* and determined adequate for award of a cost reimbursement contract (documentation must be included with proposal)
· Singular Base Period only (no options)
· Anticipated FAR/DFARS clauses (subject to amendment as FAR/DFARS updates are implemented) included in the model contracts outlined in Attachment G – Accelerated Contract Award Option Model Contract (Large Business**) or Attachment H – Accelerated Contract Award Option Model Contract (Small Business***)
· Unlimited Rights, Government Purpose Rights, or SBIR Rights for all data and software to be delivered under the contract (Data Rights Assertions table must be included)
· Fee calculation percentage not to exceed 8%
· Required use of DARPA Cost Proposal Spreadsheet
· Substantiating information for all proposed cost elements included in proposal
· Small business subcontracting plan, if applicable****, included with proposal
· Subcontractors (if applicable) must abide by the applicable (see Attachment I) stipulations above
*Universities may instead provide evidence of ONR or DHHS approval **Large Business covers any entity that is not considered a small business relative to the NAICS 541715 size standard; this includes universities and non-profit organizations ***Relative to the NAICS 541715 size standard ****Required from other than small business proposers for proposals > $750K that include subcontracting possibilities; any proposer claiming no subcontracting possibilities must include rationale for this claim in its proposal
Any proposer that is interested in this accelerated contract award option must simply, via an individual authorized to bind the organization, sign and submit as part of the proposal package Attachment I – Accelerated Contract Award Option Election Form and Attestation. As Attachment I states, should any of the above stipulations not be honored by a proposer or subcontractor, DARPA will revoke its commitment to an accelerated contract award.
