About this opportunity
The Defense Counterintelligence and Security Agency is soliciting fingerprint channeling services for obtaining criminal history record information from the State of Michigan, with proposals due May 28, 2026 at 9:00 AM Eastern Time. The solicitation is a Women-Owned Small Business set-aside.
Place of performance is Zeyland, Michigan. The contractor must digitize hardcopy fingerprint cards and electronically transmit fingerprints with associated personally identifiable information to the Michigan state repository; work is conducted at the contractor's facility during standard business hours (0800–1630 EST, Monday–Friday). All contractor personnel with access to PII must be U.S. citizens and complete Operations Security, Privacy Act/PII, and Controlled Unclassified Information training within 30 days of award with annual refresher training thereafter. The contractor must maintain Cybersecurity Maturity Model Certification at Level 2 (Self) or higher for all information systems processing, storing, or transmitting federal contract information or controlled unclassified information. Proposals must include a business coversheet with attestations to compliance with FAR 52.204-24, DFARS 252.239-7009, 252.204-7020, and 252.204-7021, and authorization to conduct hard card scanning for the Michigan State Police.
The base period runs June 17, 2026 through June 16, 2027, with four one-year option periods extending through June 16, 2031, plus a six-month extension through December 17, 2031. Fingerprint channeling quantities range from 382 units in the base year to 430 units in option period 4, then 215 units for the extension, totaling 2,242 services across five and one-half years. The estimated total contract value is $40 million, firm fixed-price. The contract uses NAICS 518210 and PSC R499. Evaluation weighs technical capability and price reasonableness. Amendment 0003, effective May 26, 2026, extended the due date from May 21 to May 28 and adjusted the submission time from 3:00 PM to 9:00 AM due to a federal holiday.
