About this file
This is a Request for Quote (RFQ) for fingerprint channeling services issued by the Defense CI and Security Agency (DCSA) under solicitation number HS002126QE023 for a Women-Owned Small Business (WOSB) set-aside. The solicitation was issued on an unknown date with proposals due by April 23, 2026, at 3:00 PM Eastern Standard Time. The contracting officer is Ms. Heather Grod, and the contract specialist is Todd Abbott, who can be reached at todd.c.abbott.civ@mail.mil.
The requirement is for fingerprint channeling services for the State of Michigan to obtain criminal history record information (CHRI), with deliverables provided under a firm fixed-price arrangement using Product Service Code R499. The base year runs from June 17, 2026, through June 16, 2027, requiring 382 fingerprint channeling services per individual and one lot of base year deliverables. Four option periods follow the same structure, with increasing quantities (393, 405, 417, and 430 units respectively) through June 2031, plus a sixth-month extension through December 2031 for 215 units, totaling 2,242 fingerprint channeling services across the entire five-and-a-half-year performance period. The contract includes incremental funding for line item 0002 and incorporates standard FAR and DFARS clauses applicable to commercial services, including FAR 52.217-8 and 52.217-9 for option extensions. Evaluation will be based on technical capability and price reasonableness, with award to the responsible offeror providing the best value. Offerors must submit a business coversheet, technical documentation demonstrating conformance to the Performance Work Statement, and a firm-fixed-price proposal using the provided pricing workbook.
